Emergence Of Cooperation Between Social Forces And Government In Public Cultural Services

China's public cultural service level and quality have been improved in the context of building a country with powerful socialist culture and building a modern public cultural service system.However,there are still many real problems in the supply of public cultural services in China.The total supply of public cultural services is insufficient and the distribution of regions is uneven.The effecitive supply of public cultural services,which is based on citizens' willingness,is insufficient.The government is facing enormous financial pressure.With the continuous growth of social forces,they have gradually become one group of the most important suppliers of public cultural services.In recent years,the government has also actively guided and encouraged social forces to participate in the construction of public cultural service system.Therefore,this thesis mainly aims at how to guide social forces to be suppliers of public cultural service.First of all,the basic concepts of social forces and public cultural services are described.Then the theoretical basis of this thesis,which includes the new public service theory,game theory and computational experimental methods,is elaborated.Finally,the development of public governance theory and the study of social forces' participation in public cultural service are sorted out.The analysis shows that the current research results lack research from the micro level for how to guide the social forces.This provides the research space for this thesis.The evolutionary game theory is introduced to construct the real option game model based on the public cultural service market.The enterprises with symmetric and asymmetric operating costs are treated as research objects.The optimal investment threshold and investment barriers based on sunk cost are solved by using evolutionary thought.The evolutionary equilibrium of the participant is obtained finally.In view of the risk sharing problem of government-enterprise cooperation,this thesis constructs the risk-sharing evolutionary game model and analyzes the behavior decision of the enterprises in the short and long term cooperation.Then the reasonable proportion of risk sharing between government and enterprise is explored.What is more,the impact mechanism of future interests on the willingness of enterprises to share the risk.In order to cultivate the cultural societies,this thesis firstly analyzes the present situation of the development of cultural society.Then the origin and development process of cloud youth society and Yunlin Spring Festival Evening Party,which is taken as an example,is described in detail.The cooperation mechanism,incentive mechanism and publicity mechanism are summarized.In addition,the corresponding solutions are put forward to solve the dilemma cultural society is encountering.The evolutionary model of the social organization and cooperative emergence model of the public cultural service supply are discussed respectively by using agent-based model.Formation mechanism of organization and emergence mechanism of cooperation are revealed by the unique way of the agent-based model.
