Research On The Cooperative Provision Of Public Cultural Services By Multiple Entities Under The Leadership Of Local Governments

With the historic transformation of major social contradictions in China,the people have put forward all-round and higher requirements for a better life.Public cultural service,as an important aspect to meet the spiritual needs of the masses,plays an important role.As an exploration of the innovation mode of public cultural service,“Nishan academy” in Shandong province introduced multiple main body to participate in the supply of public cultural service,aiming to provide public cultural service to meet the public demand and improve the service quality and efficiency.However,the operation of “Nishan academy” has not reached the expected effect due to the lack of cooperation among multiple subjects due to the initial exploration stage of introducing multi-body cooperation to provide public cultural services.It is manifested in the lack of cooperative consciousness of multiple subjects,the mismatch between the supply content and the public demand,the longitudinal imbalance of the supply of public cultural services and the limited service objects.The reason lies in the leading role of local government has not yet been implemented.Multiple subject to guidance,the specification is not enough,so that multiple subject lack of attention to the public demand and cooperation consciousness.So it is difficult to achieve cooperation in the horizontal and vertical,and difficult to realize multiple subject to introduce the purpose of,affect the overall quality and effect of public cultural services.This paper relies on public culture service theory,the theory of governing by network,to analyze the reasons for the problems in the supply of public cultural services in the multiple main body participation of “Nishan academy” and seeks solutions.This includes the implementation of the leading role of local governments,which is embodied in the transformation of functions and decentralization,improvement of the system,establishment of a coordinated government,and provide strong support for the operation of “Nishan academy”.The multiple cooperative subjects strengthen the sense of cooperation,set up the concept of“people-centered” service,and strengthen the cooperation of the pluralistic subjects in the supply of public cultural services;Finally to build all-round cooperation relationship between multiple subject,in the process of construction,not only pay attention to the horizontal cooperation between the multiple subject,but also the vertical cooperation,in order to realize the “Nishan academy” full flow of public cultural resources,to achieve balance of supply of public cultural services.Finally,through the experience of “Nishan academy” in the construction and operation process,we can enlighten the direction and problems of the innovation of public cultural service supply mode in China.
