Government performance assessment is an important part of the new public management, the assessment of government performance, to improve government management, monitoring government action, increase awareness of government responsibilities, and establish an important role image of the government. Governments around the world today are doing effort on it. Our Government is also working to establish a sound performance appraisal system. Premier Wen Jiabao in September 2006 a television and telephone conference that "the government and its performance evaluation is guiding staff in establishing the correct orientation, due diligence work to do to be a total system." February 2007, Premier Wen Jiabao at a State Council meeting of honest work in the country once again stressed the need to implement the Chief Executive as the focus of the administrative accountability system, and to establish government performance evaluation system. The assessment of government performance in the current economic and political transition period to, with its deep historical background and significance.At present, China is in the economic transformation and the critical period of government reform, in order to adapt to the new form of international and domestic, our government made in 2004, the goal of building a service-oriented government. "We want the government accomplishing a service-oriented government, the market players, to serve the community, and ultimately serve the people." All levels of government are trying to reform from all aspects, and implement the concept of service-oriented government. However, what is service-oriented government? Function of service-oriented government is what? Government to do what government should be doing? So this series of questions placed in front of all levels of government. Many scholars have put forward their views on this, but there is no uniform conclusion. The author believes that the root cause of this situation because there is no a unified service-oriented government performance evaluation standards. There is no standard there is no reference, is put the appropriate binding force, it causes service-oriented government construction pointless. Government's performance evaluation is exotic, many Western developed countries have well-established performance appraisal system. From the content perspective, involving all aspects of government work: internal and external; from the evaluation of the main terms, related to the government's own assessment and external evaluation of the government, the assessment of both the specialized agencies, it also includes the participation of citizens. Of course, the specific conditions of the present case, China's Government' Performance Evaluation in the government itself is also more limited by the specialized agencies and government departments and leading to the higher corresponding government departments or the lower assessment. Government as the main body of the Government Performance Evaluation has its inherent advantages, such as knowledge of their activities because of its findings made even more profound. Of course, has its deficiencies, likely to cause "athletes to do their own referees, " unfair assessment, while difficult to reflect the views of citizens to government performance assessment. China's current efforts to build a service-oriented government, and its fundamental purpose is to deliver services to citizens, to meet the needs of the majority of the interests of citizens is the government's duty. So, in service performance evaluation process the government must put an end to the current top-down assessment process simple, but to give full consideration to the views of citizens, the public into the government's assessment of government performance evaluation system being established Sound and effective evaluation system. However, assessment and citizen participation alone can not achieve the objective assessment of government performance, true and accurate. Therefore, the performance evaluation process in the government must give full play to the government, experts and citizens as the assessment of the main advantages of the government, experts and citizens, "Trinity" type of assessment model. In this paper, the establishment of the current government's social service background, combined with government performance assessment related content, using the basic theory of citizen participation, performance evaluation of service-oriented government in issues of citizen participation in the study. First, the establishment of service-oriented government, the Government's performance assessment and citizen participation, and other related theories and concepts related research at home and abroad has combed and analysis. Laid the theoretical foundation for the feasibility of this article are described in detail.
