Enter the new century, extensive social resistance has become an important background of the china's political development. In order to resolve social conflicts, reduce the number of social resistance, and reconstruct political order, the "scientific development" and "harmonious society" in2003has become the symbole of the Chinese government transformation of government function, specifically, it shows the transition from a development-oriented governemtn to a service-oriented government. Take this as an opportunity, this paper has analysed the background, processes, logic and effect of this Chinese government transforamation from development-oriented government to service-oriented government.This paper attends that there are two mainly variable factors in this Chinese goverenmet transforamation, including social resistance and government transformation. In order to reveal the inner relationship between these two variable factors, this paper has established a state-society interactly analysis framework, this analysis framework can be summarized in the following logical chain:social demand?political interaciton?government supply?political development. In this analysis framework, since the political development resultes from the state-society interactyl, thus, this paper names it "political development building on the interaction between state and society". Basing on this analysis framework, this paper has orderly analysed the"social demand","political interaction","government supply ","political development" in current china.At first, this paper argues that the china's current social demand is the pursuit for "social justice", of which the research focuses on the chapter1, chapter2and chpter3. This paper points out that, since the reform and opening up in1978, affected by the policy of "taking economic construction as the development center", the "development-oriented government" has made a tremendous progress in china. In this progess, in order to pursue "high ecnomoci growth", the Chinese government put too much energy in the direction of economic growth to ignore the performance of the public service functions, which ultimately led to the crisis of justice on wealth distribution.Secondly, this paper argues that the china's current political interaction is "social resistance", of which the research focuses on the chapter2and chpter3. This paper points out that affected by the "development-oriented government", in oreder to creat a stable political environment for economic growth, the government reduces the citizen particaipation. Thus, in the context of juestic crisis, the social demand for justice can't be expressed through the system channels, as an alerenative way, the public has to adopt social resistance.Thirdly, this paper argues that the china's current government supply is "building service-oritend government", of which the research focuses on the chapter4. This paper points out that social resistance has made a great pressure to the Chinese government, in this case, in oreder to maintain political sablility, the government must be meets social demand. In other words, facing the people's growing demand for public service, the government beging to transform government functions, building a service-oriented government, it shows that the Chinese government has formulated a lot of social policies which can protect social justice and provise public services.At last, this paper argues that the china's current political development can be summarized as "accountability without election", of which the research focuses on the chapter5. this paper points out that, different from the view of 'accountability with election" in the west, in china, although lacking of electoral pressure, the Chinese government also take more care of public service, which we called "accountability without election". Basing on this situation, this paper analyses the social basis and institutional basis of "accountablility without election" in china.Throguhe the investigation of this government transformation from a development-oriented government to a service-oriented governmet, this paper concludes that this government transformation performes the interaction between state and society as a whole, but it is not perfect. This view building on the two following reasons:on one hand, because of lacking democratic systems, the political interacton mainly shows social resistance; on the other hand, because of lacking democratic systems, the Chinese service-oriented government building has facing difficulties. In a word, promoting democratic building is the key task of Chinese political development in future.
