To accelerate the equalization of basic services, which can improve the people's well-being, is not only an essential way that the people can share the benefits from the reform. It has taken more than 30 years to make continued efforts since reform and opening policy carried out, as known to all, China has greatly improved the quality of public services and people's living standard as well as has obtained remarkable achievements in the field of culture, education, science and technology, health, social security and so on. After reforming and opening up, However, with the growth of China's economic and the speeding increase of public demand and supply, the demand and supply of public service comes forth unbalance. Besides, it has become one of increasingly obvious social contradictions between the rapid growth of the people demand for public services and the non-equalization of public service in different regions, urban and rural and various groups.It has been six years since the equalization of basic public services was first proposed by the Fifth Session of the Sixteenth Central Committee of the CPC(Communist Party of China) in 2005. Many research achievements on the equalization of basic public services has gradually increased in Chinese theoretical community and relevant government departments. A large amount of achievements have come out as well, in theory, concepts, scope definition, evaluation, implementation approach and performance Appraisal. In addition, the path to realize the equalization of basic public service will be digged out. In a whole, the present situation is that theoretical research is more than empirical research, qualitative research more than quantitative research, national research more than local study. What's more, quantitative studies on the equalization of basic public services is even fewer in the county.Yuxi, including eight counties and one district, is a less-developed city of the province famous for ethnic minority in the west of China. As for the equalization of basic public service, the gap between the eastern and central regions of China and Yuxi is still large. Based on the theory of Public economics, this paper will do some research on quantitative studies of equalization of basic public service in Yuxi City. Then we will make a difference on it between various counties of Yuxi, analysis the factors influencing the non-equalization of basic public services. Finally we will put forward proposals to promote the equalization. This study is significant and practical to boost Yuxi economic and social sustainable development, to achieve coordination and balanced development between counties and district.Comparative analysis showed that the equalization level of basic education between different counties in Yuxi, is higher than that of medical care and health service; nine-year compulsory education was popularized; with regard to the non-equalization of the counties' basic education, it is mainly embodied in two aspects:the measurement of junior high schools and the quality of teaching staff in primary schools; the non-equalization of medical care and health service is reflected in all aspects of general status in the counties; the non-equalization of urban and rural is characterized by the the uneven distribution of resources of basic public services and the trend to centralize in downtown.The reason of the county non-equalization of basic public services in Yuxi City, is caused by inadequate investment, urban and rural-based, unscientific management system and other common problems in the country. What's more, there are still some obvious problems based on the characteristics of the County in Yuxi City:education expenditure share of total financial expenditure declined; health care spending has much lower proportion of total financial expenditure; the total transfer payments are deficient; the cost of public spending has a large gap; the supply model of basic public services and the management system affect the supply efficiency of basic public services. This paper argues, in order to promote the county equalization level of basic public services of Yuxi city, that the government can commence with the following three aspects:Firstly, to increase financial investment in basic public services, mainly by accelerating economic development and enhancing the ability of local governments; restructuring financial expenditure to achieve financial public nature; improving financial distribution system below the provincial level to effectively alleviate the financial difficulties of counties and townships. Secondly, to overcome the adverse effects of the cost factor for equalization. Public investment should have tendency on high cost areas; to broaden the financing channels for public input in mountainous and poor areas; to focus on major breakthroughs and to advance orderly equalization of basic public services. Thirdly, to improve the efficiency of the supply of basic public services continuously. Main focus has deepening administrative reform by promoting the balanced and coordinated development of urban and rural elementary education, establishing the urban and rural health care system, and accelerating the pace of building a service government.
