A Study On Rural Equalization Of Basic Public Services In Jiading District

In recent years, with China’s rapid economic development, people’s livingstandards are also increasing. However, with the speeding up of the process of socialand economic development of urban and rural integration, the resident populationgradually shifted from the central city to the suburbs. The introduction of a largenumber of population challenges the social management and the supply of basicpublic services of local governments.“Decision” passed by the of sixth plenarysession of the sixteenth central committee of the CPC said that China shouldgradually achieve the equalization of basic public services, which should based on theestablishment of a system of basic public services to benefit all the people in thesociety. Township governments are the most grass-roots political power in China todirectly face the masses. They are one of the main providers of basic public servicesand have a significant influence on the achievement of the equalization of basic publicservices. Township governments are in a particular location and play an irreplaceablerole between the state and rural society. They are the extremely important equalizer toadjust the national and grassroots forces and play an important role in maintainingstability and building harmony of rural society.Located northwest of Shanghai, Jiading District is an important gatewayconnecting the Yangtze River Delta. The economic growth momentum has beenmaintained well. Compared to other areas of the township, the economy aggregatecreated by the township governments of Jiading District is very considerable.However, different geographic locations and industrial structures restrict their ownconditions on the demand and supply of public services, which leads to differencesand imbalances between the towns. It has important practical significance to furtherimprove the capacities and the efficiencies of the public services supply of township governments in Jiading District that exploring the equalization dilemma, analyzing itscauses and finding corresponding solutions of basic public services.This paper attempts to start from the status of basic public service provision ofthe township governments in Jiading District. To find out problems and analyzevarious possible causes of equalization of basic public services through three aspectsof basic education, basic health services, social security and employment. To giveproposals and ideas of improving the guarantee of basic public services of thetownship governments on the basis of the experience of academic theories at homeand abroad. So that, we could have a clear understanding on the key point of the basicpublic service guarantee of township governments. I also hope that the conclusion ofthe paper can be a sample reference for the improvement of the equalization of basicpublic services in Jiading District or even in Shanghai.
