As a new anti-corruption form, network anti-corruption works well in recent years' anti-corruption work, and has played an important role in the network media as a tool for anti-corruption. It should be noted that China's current network anti-corruption type is mainly depending on public opinions, the basic model is the strong public pressure forcing the discipline inspection and supervision departments to investigate and punish all those problems which reflect on the network media. Due to the online media features such as anonymous, fast and open, false information, network violence and other problems are equally prominent. Network anti-corruption belongs to the realms of politics, it's rather different from business activities. The stability of the society will be threatened if it doesn't take care of. Therefore, how to deepen the network corruption, to governance corruption better, and to avoid the negative effects of network anti-corruption has become a very important research topic.Network anti-corruption is a topic which is closely related to the general public, and it is a very practical issue. Therefore, this thesis accords to the pattern such as "problem building-problem analysis-empirical research-to solve the problem" to research. And it applys systematic theory research, empirical research and comparative analysis in it. From the perspective of information dissemination, the current form of network anti-corruption is one result of public opinions. From the perspective of public governance, network anti-corruption features multiple subjects, collaboration and transparency in governance and others. Network anti-corruption relates to both governance theory and the agenda-setting theory. Therefore, this article selects both of these two theories as a premise to research.In the comprehensive consideration of the positive and negative values and the development of the network anti-corruption both at home and abroad, this paper argues that the main problems of China's current network anti-corruption is the "disorder" of the network information and the the lack of governance framework of the anti-corruption network. On this basis, the paper gives the countermeasures from the legal aspects of the legal construction, agenda setting, governance and network supervision.In this study, the development of the theory and practice combine with distinctive character. In the case study section, the paper selected micro, meso and macro levels of the three cases to be analyzed to support the empirical research. The full text of the content is divided into an introduction and five chapters as follows:The introduction part mainly focuses on the research topic, research ideas, and research methods. Introduction section first accounts of the background and significance of the research, sorts out and analyzes network anti-corruption aspects of domestic and international literature, and illustrates the key and difficulties, the theme of innovation, the final accounts of the theoretical tools and research methods.Chapter one is to explain the basic concepts and theoretical basis. The basic concept of the paper focuses primarily on the network, netizens, corruption and anti-corruption. Basic theory part introduces the theoretical basis of the theory of governance and agenda-setting theory.Chapter two analyses the whole discourse of network anti-corruption. Including generating background of network anti-corruption, the basic structure and the development process, the basic model of network anti-corruption, and the general process of the network anti-corruption.Chapter three describes the current situation of China's network anti-corruption, analyzes the characteristics of network anti-corruption, discusses both positive and negative effects, as well as analyses the difficulties we face in the current network anti-corruption.Chapter four does both empirical and comparative studies. This chapter selected domestic Zhuzhou City and Seoul Korea to do empirical research, and compares the two cases.The final chapter gives some principles and the corresponding strategies of the proposed development of China's network anti-corruption in the future that should be followed on the basis of the previous theoretical research and empirical analysis of the basicThe mainstream of the current network anti-corruption is folk forms, it mainly relies on online media to gather public attention and pressure for the public sector to investigate corruption cases, and it is fast and efficient. Although the country's network anti-corruption has achieved some success, but also has problems such as message confusion, network violence and other negative things. Network anti-corruption should not stay on online media disorder situation merely, it needs to build a network to adapt to the era of corruption governance framework, to maximize network technology in anti-corruption, while eliminate their negative energy. The future is bound to the road of combining official corruption and civil integration, network governance in the mass media and public applications within the system will be further deepened. The government, the public, the media, and other third sectors can participate in the governance of corruption in the process, coordinate and interact between multiple parties to achieve the purpose of the whole process of supervision of power.
