In the information age, information as an important resource, whose role is growing in eliminating uncertainty, assisting decision-making of the public. And then the government information is a very important information resource, which is closely related to the vital interests of the public, and the status of open government information directly impacts on the effective exercise of citizens'democratic rights, such as rights to know, express, participation and supervision, etc., and directly affect the legitimate interests of the public."Regulations on Open Government Information" goes in effect in2008in Mainland China, and in six years, the Chinese government makes great achievements in disclosure government information, however, there are still a lot of problems, and there is still much room for improvement. If information disclosed by the government can not meet information needs of the public, the open government information work can not make the citizens satisfied, and then the government's credibility will be greatly reduced, threatening the legitimacy of the government. Therefore, open government information work should always pay attention to the information needs of citizens, should keep abreast of the citizens'views on disclosure government information work, and should know deficiency in time in disclosure government information, which would require carrying out satisfaction evaluation on open government information, and then it needs to focus on and address the major issues faced by satisfaction evaluation on open government information, that is to say, explicating satisfaction influence factors of open government information, in order to provide effective guidance to enhance the performance and satisfaction of disclosure government information.This dissertation takes "satisfaction influence factors of open government information" as the research subject, based on New public service theory, Democratic citizenship theory, The right to know theory and Expectancy disconfirmation theory, employs the methods of literature research, questionnaire survey, interviews and others, and references evaluation contents of satisfaction evaluation system on open government information formulated by provincial (ministry) level government in Mainland China, draws out satisfaction influence factors of open government information, builds a satisfaction conceptual model of open government information, and then employs structural equation modeling approach to verify the model, results indicate that:satisfaction influence factors of open government information includes the open government information culture, perceived information quality, perceived information quantity, perceived accessibility easily, and citizen expectations, and the effect degree of perceived information quantity, perceived information quality and perceived accessibility easily on the open government information satisfaction in descending order, there is no direct impact relation between open government information culture and citizens' satisfaction on open government information, and the open government information culture through influences perceived information quantity, perceived information quality and perceived accessibility easily to the indirect affects on citizen satisfaction. According to verification result on satisfaction model of open government information, this dissertation puts forward proposals to improve the satisfaction of open government information from the perspective of establishing the open government information culture, increasing the quantity, quality and accessibility of information disclosed by government. It takes one and a half years to complete the research and come into being the dissertation.Based on the predecessors'research achievements and satisfaction evaluation practices in open government information, this dissertation makes the following three innovations:(1) systematic analyzing for the first time evaluation contents of satisfaction evaluation system on open government information formulated by provincial (ministry) level government in Mainland China;(2) proposing a satisfaction conceptual model of open government information;(3) putting forward proposals to improve the satisfaction of open government information.This dissertation is divided into seven chapters; the main contents are as follows:Chapter I:Introduction. These chapters describes the background and significance of this research, relevant researches and practices at home and abroad, and introduces the framework and contents of this dissertation, and elaborates the research methods, difficulties and possible innovations.Chapter II:Basic Concepts and Theoretical Basis. This chapter mainly describes the basic concepts involved in this research, and New public service theory, Democratic citizenship theory, The right to know theory and Expectancy disconfirmation theory, which have important guiding significance for this research. And enlightenment of New public service theory is that the government should emphasize on performance and satisfaction of open government information, attention to the citizens'satisfaction views on disclosure government information. Democratic citizenship theory and The right to know theory require the government to respect and emphasize fundamental rights of citizens, and the open government information should meet citizen's right to know. Expectancy disconfirmation theory is a classic theory of satisfaction generated theory, which provides guidance for analyzing satisfaction generation mechanism of open government information.Chapter III:Analyzes the Evaluation Content of Satisfaction Evaluation System on Open Government Information. This chapter points out contributions of the existing provisions to analyze satisfaction influence factors of open government information, by analyzing evaluation contents of satisfaction evaluation system on open government information formulated by provincial (ministry) level government in Mainland China, and analyzes the defects of evaluation content and consequent problems in social evaluation system of disclosure government information.Chapter IV: Building Satisfaction Conceptual Model of Open Government Information. This chapter puts forward satisfaction influence factors of open government information, selects latent variables and observed variables, and then builds a satisfaction conceptual model of open government information initially, based on reference evaluation contents of satisfaction evaluation system on open government information formulated by provincial (ministry) level government in Mainland China, the current classical customer satisfaction index model and existing satisfaction model of open government information, combined with interview results from open government information practitioners and survey findings of citizens' views on satisfaction influence factors of open government information.Chapter V:Verification and Results Analysis of Satisfaction Conceptual Model of Open Government Information SEM-based. This chapter employs the method of Structural Equation Model to construct a satisfaction structural equation model of open government information, and based on observed variables of the model, designs satisfaction questionnaire on open government information, taking A province in Central Region in Mainland China as an example, verifies the model based on survey data and analyzes the relevant results.Chapter VI:Proposals Proposed to Enhance the Satisfaction of Open Government Information. According to satisfaction influence factors recognized by analyzing satisfaction model of open government information, this chapter puts forward some suggestions to improve satisfaction of disclosure government information, and points out that the following measures should be taken to improve satisfaction of disclosure government information: establishing open government information culture; improve quantity, quality and accessibility of information disclosed by government.Chapter VII:Summary and Outlook. This chapter gives a brief summary on the main contents of this dissertation, and points out the innovations and shortcomings, and forecasts the prospect of research directions.In this dissertation, there are figures27and tables16, unless otherwise noted, all of which are the original.
