Holistic Community:the Enlightment From Venture Philanthropy

Marne classical theory suggests the task of social science is not only to understand the world and explore objective laws but also to transform the world. In other words, Uncertainty of social development in future always guides researchers to the transformation of the world, which is full of excitation on the ideal vision of the future. Following this idea, this dissertation is made up of five sections.Firstly, it is question consciousness. "State involved in the construction of grass-roots community" is the core proposition, which guides empirical analysis and academic dialogue. Specifically, why does the level of community residents and inhabitant autonomy capacity remain low in the long of 30 years development? What is the logic behind it? How to crack the dilemma to construct the ideal model of the modern grass-roots community? That means it is possible to achieve good governance through the whole Government under the assumption of a highly organized society. However, the author believes interaction between organizational levels and the integration of government functions, which are also in the same trends and public administrations are the first impetus. This research can make us explain community structures and public administration affecting the governance theory in different cultural contexts, which maybe promote rethinking on boundary of similar theory.Secondly, it is the longitudinal analysis of historical dimension. Chinese urban community-building would be divided into two stages which are under overall society and divisive society. In the previous stages, there is almost no soil of community autonomy system development. At a later stage, with differentiation in the field of daily life?public domain and private domain, the system on community residents' autonomy policy initially established. There are three factors, which are environmental improvement?Socio-occupational group hierarchy and Social groups interest differentiation. In further, it also reflects spatial evolution of Community type?distribution of migrant communities?special groups to diversify demand. In this context, community facilities as well as personnel system have achieved rapid improvement within a short period under the government-led. It is unexpected that the level and capacity on self-government remain relatively low.Thirdly, it is horizontal comparative analysis. The debris of Community structure and government functions are believe to be main causes on dilemma of the building of urban communities. Community fragmentation is a natural reaction in the process of industrialized civilization. However, lack of public spirits is believed to be the deep logic of fragment community. The fragments of government functions are caused by the shortcomings of bureaucratic which is also at fingertips from the Chinese traditional bureaucratic culture in the present society. The relationship between community fragments and government fragment is not a one-way, but rather reinforce each other and influence each other. On the one hand fragment community is unable to realize self-service and the governance, which has to make use of administrative power and resources to remedy. On the other hand, fragment governments split the community affairs and public service, which leads to Community Administrative Trend and bring much more burden for community.Fourthly, it is the Practice reflection on Community Consolidation. According to the Western community building experience, the future direction of China's community is organizational consolidation, which is the key to building a modern community. However, it needs government-led forces to build the modern community on social organization in condition of present strong - weak social patterns. Because of promoting the innovation of social management and effectively nurturing social organization, Venture philanthropy has been highly praised by China's local governments. There are two main modes. One is the incubator relying on incubator institutions and places. The other is projects incubation depending on project and technical support that can transform residents demand into micro-organization to realize micro-autonomy. What they have in common are the integrating fragmented communities and optimizing government departments on resources, which also enable stakeholders to form positive interaction and reciprocity relationships in the process of distribution on public resources.Fifthly, it is future development prospects and theoretical elevation. Overall, it is different from fragmented community that holistic community is the modern ideal self-determination status, which also means a space of public life relying on each other. It is as well as the process of cooperation among government departments, communities and social organizations. Through thought on venture philanthropy, the author built a "gyro Model diagram" on community governance that has been entrusted to realize the holistic community. It includes thrust consolidating the service item?pull mechanism consolidating platform development and community organization network. It is believed that consolidation mechanisms of self-organization network are the basis. Moreover, these factors are the consolidation network which shows mutual support and assistance.Sixthly, it is the conclusion. Both decentralization of government functions and fragment community are the reasons to the dilemma of community development. The holistic community is the ideal picture of resident's self-governance, which depends on system construction of social organizations involved in government. That's a integration process of promoting government functions.
