The Community Construction In The Perspective Of Holistic Governance

As a significant theory in public administration area,the New Public Management Movement led a result with governance fragmentation and diversification,at the same time it introduced the entrepreneurial spirit to the government management,which focused on governance efficiency.Thus international scholars conducted a series of researches aiming to solve the problems,of which the Holistic Governance theory is an outstanding and mature one in response to the new public management theory.Through integration,coordination,responsibility and trust mechanism,to realize the goal of "good governance" under holistic governance becomes possible.Governance fragmentation and decentralization also appears in the grassroots community governance as a widespread problem.Community is the basic cell and plays an important role in social governance,and community construction theory takes the important standard to measure the degree of a community autonomy as the amount of society community established within the community.The purpose of the community construction is to analyze and extract more smaller organizational elements with similar stakeholders and interest-related from a large community.The process that micro community forms contributes to the joint force of community governance from bottom to top,and finally realizes the destination of an integrated community.However,to reach the goal that the micro communities combine as integrated and march in a mechanism-processed way,we need to use the connotation of governance and the governance model of the Holistic Governance theory.Especially since the Third Plenary Session of the Eighteenth Central Committee,"governance" became more and more important,rising from the academic theory to the national strategy.The problem that how to change or optimize the originai mode of community governance,and promoting fragment governance management to integrated community transformation became an important subject.Therefore,this paper focuses on analyzing the community governance problems under the holistic governance theory.This paper will build a framework of integrated community construction by means of community building,in the perspective of holistic governance theory.And under the framework,we will make an analysis of the Xingwang Community of Haicang District in Xiamen city as typical example,in order to demonstrate the practice application in the holistic communities governance framework.This paper discusses the meaning and significance of the community to the integrated community construction,based on the perspective of holistic governance theory.And it mainly includes five parts:the first part is to interpreting the theme,which includes the research significances and achievements,related concepts,literature review,research methods and the innovation of this article;The second part starts from the connotation,importance and the relationship between community and integrated community,in order to depict the meaningful importance on community construction to integrated community construction;The third part puts holistic governance theory as the research object,using holistic governance as the theoretical support and reconstruction methods,,and puts forward a integrity community governance framework under the holistic governance theory;The fourth part takes Xingwang Community in Haicang District of Xiamen city as a example under the framework to do case analysis;The fifth part is the conclusion and enlightenment,not only to summarize and distill the full text,but also to raise opinions and suggestions for further development in community governance.
