From An Emerging Power To The Hegemony

In the international society of all kinds of discourses advocating themselves, how a country's international discourse can rise and become the common consensus the international community to follow, not only affects the nation's interests, but also has profound strategic influence on the international politics, especially the stability and conversion of international pattern. From the perspective of the strategic value of discourse in the process of great power's rising, the paper puts forward that the discourse communication and the international discourse power generated by it are the important symbols of the rise of great powers and the important means for the great powers to play a strategic influence in the international community. As the most successful discourse power owner in the international community, America is not only creating discourse power on the world stage but also using it, as a powerful tool, to put strong pressure on china which is in the rising process. After the competition in the economic and military fields, Sino-America game is turning towards the discourse communication field. Chinese is currently faced with how to shape its discourse power, the most critical challenge in its rising process.Therefore, this paper selects America, the most successful actor in the contemporary international discourse power practice, as the research object, and explores the thought foundation, power sources and application modes of its international discourse power through analyzing the evolution history of America's political discourses from colony to superpower. At last, it tries to construct an initial strategic framework for China's international discourse power in order to deal with America's threat and assist China's peaceful rising.Whether to intercept attack from American discourse hegemony, or to gain successful experience from a discourse model in the history, it is necessary for us to pay attention to the international communication process of America discourse power and to research its intrinsic mechanism. So adhering to the research methods of combination of history and theory, after introduction of the basic concept and theoretical connotation about discourse power, the paper summarizes the discourse power's property, action mode and set up a basic analysis frame for the discourse power research. By combing the practice of America's discourse communications in the history from a colony to the world power, the paper mainly examines the history and historical opportunities of America's international discourse power, analyzes the ideological foundation of America's international discourse communication, and points out that the religious universal value is the spiritual motive power of America's strong discourse power, the philosophy of pragmatism is the fundamental cause of the rising of America's discourse communication, and the constantly updated paradigm is the source of vitality of the discourse of America. Besides the source of thoughts including ideological to reality ones, there is another source of power which is combined with science and technology, environmental, legal and cultural foundation. Beyond those, the America holds a set of communicational strategy. America'international discourse power is becoming more and more influential through controlling the conception, technology, agenda and popularity.
