The Analysis Of China’s International Discourse Power

Under the historical background of the "Great Game" of international discourse power, China has to deal with two critical questions:(1) the problems existing in the development of China’s international discourse power;(2) the way to further enhance China’s international discourse power.International discourse power is the ability that international actors can put forward and explain their own ideas through various channels and make other international actors agree with their ideas, or even these ideas influence other international actors’ behaviors. Discourse communicators, discourse receivers, discourse contents, discourse platforms and discourse feedbacks are five basic elements of international discourse power. The five basic elements interact with each other and international discourse power has its own formation mechanism. Based on the analysis of the different relations and situations between discourse feedbacks and the expected goal of discourse contents, we can determine that whether the international discourse power is existed or nor, and identify that whether the international discourse power is strong or not. International discourse power has its own basic characteristicsnon-isolated, interests-oriented, systematic and passive.The development of China’s international discourse power can be divided into three periods:(1) from the founding of New China to the restoration of the People’s Republic of China to the UN:China’s international discourse power started a new beginning and experienced fast development;(2) from the beginning of the reform and opening to the year of 2008: China’s international discourse power fell and got weaker;(3) from the outbreak of the global financial crisis to this day: China’s international discourse power presents a mixed picture. From the dimension of time, China’s national strength and China’s international discourse power have not correspondingly increased. From the view of different fields, the Chinese international discourse power behaves differently in different fields. From the perspective of space, the recognition of China’s international discourse power differs in developed western countries and developing countries, the country in a good relationship with China and the country which has a tension with China.Many factors contribute to all these problems exiting in China’s international discourse power. There are three main reasons:(1) the constraints of the international system;(2) the consideration of each other’s national interest;(3) the interference of the US’s "exclusive" international discourse power. In order to further enhance China’s international discourse power, four suggestions are provided. Firstly, the state role can be diversified and China should vigorously improve the discourse receivers’ recognition of China’s national image. Secondly, it is necessary to seek union with other countries to “speak with one voice”. Thirdly, it is important that China should uphold the concept of "win-win" cooperation and make sure that everyone can gain benefits. Finally, China should promote the diversification of discourse platforms.
