The Local Government Performance Evaluation Index Based On Balanced Scorecard

The government performance evaluation is one of new subjects and hot topics of modem public administration research.As an effective management tool,the government performance evaluation plays an enormous role in improving government work efficiency. Construction of index is a core issue in the government performance evaluation system because it decides to set up the main content and direction.Judging from the current situation,Britain and the United States to the western countries headed by the performance management and assessment of gradually forming a more mature theories and methods,and they have accumulated a wealth of experience in the performance evaluation and performance evaluation index system design and development.With the continuous deepening of the reform,China also begin the practice of the Government Performance Evaluation.In this more than 10 years of the development process,our research of the government performance evaluation has made gratifying achievements in concept and contents,however,there are still many problems.The article makes a more in-depth study in construction of China's Government Performance Evaluation index based on Balanced Scorecard,and tries to achieve a breakthrough in the research and innovation of how to combine between Balanced Scorecard and the government performance evaluation.In addition,the article assesses the status of Construction of China's local government performance index and that its research status and the problems on the basis of relevant theories the government performance index.Then the government performance evaluation of the new method is introduced.Based on the analysis of the Enlightenment of Balanced Scorecard,the article study the design principles and Construction of logic.Finally,the article constructs the general index system in this foundation composed of four first—level index,twelve second—level index and fifty-three index,Involved in many aspects such as economic adjustment,market regulation,social management,public Service,State-owned assets management,the situation of government human resources, clean condition and administrative efficiency.
