From Authoritarian Control To Institution To Absorb:the Transformation Of The Urban Community Public Service Model In China

To respond to the changing society,at this time of important change,countries in the world are seeking to break through from system mechanism of the current public service.In China,community publicservice was supplied in urban community with a zonary institution arrangement in original economic system with a highly centralized planning.However,the original institutional environment of the original city,in which the community public service can exist,has shifted,along with the transformation of society and the acceleration of urbanization.And so the original public service system will be eliminated.Along with the further development of community service,some problems have become the urgent subjects to be studied.For instance,to improve the ability of local governments to provide pubic services and meet the multi-level and diversification of demand for public serving,how to integrate the social resources and reform community public service mode.Not only that,the other problems,Such as the single supplying subjects on urban community public service,low efficiency on the community public service,shortage of public service for community resident,no separate between the public service supply and production,underinvestment by government(government investment insufficiency),obstructed channel in social fund-raising,and so on is very outstanding in China.Moreover,how to change the situation and reform and innovation the system and mechanism on urban community public service has been the focus in the academia and the practical work departments.Thus,the urban community public service model has been faced with comprehensive transformation.This study aims to elaborate the reason for transformation of urban community public service mode in China and how to transform.To solve the problems,the transformation of urban community public service is focused in this thesis,and to the community as strategic space of expanding public service.To explore the system and mechanism on mode of urban community public service during in various historical periods since the founding of New China,the method of normative analysis combining demonstration analysis,and history combining comparative study,and the typical case analysis are applied in this thesis.Moreover,relevant theories about differentiation between public service supply and production attempted to use in this dissertation to analyzed thoroughly system and operational mechanism on absorbing mode of community public service system,and further explores the interactions with government market and society in community public service,which is based on the outcome of the community public service.First,the authority control service mode,which takes shape under the specific historical condition,is analysed.The real driving force for transformation of community public service mode and background has been carried on the detailed elaboration from microcosmic and realistic aspects.Secondly,why institutional absorption has been the logic of rebuilding the community public service has been explored.And on that basis,we investigated institutional arrangement on community public service,mechanism on institutional absorption(composite production of community public service),the essence,principles and ways,superiority on institutional absorption and the platform as a carrier of community public service.Thirdly,the difference on institutional absorption of community public service and two illustrative cases on institutional absorption have been compared.We found that the difference among institutional absorptions was mainly in the problem on systems and mechanisms.Finally,in order to solve the problem in service pattern on IV institutional absorption,and based on the overseas successful experiences,this paper focus on the optimizing and improving of urban community public service mode,namely,redesign on system,mechanism improvement and the design of specific paths.The main concern for the redesign on system is revolution of management system,the mechanism improvement is optimization on the multi-participation mechanism,the democratic expression mechanism,the funding mechanism and the mechanism of performance appraisal.Moreover,the main concern for the design of specific paths is cultivation of community NGOs,construction of social work and standardization of the public service platform.In summary,the changing and transformation of urban society promotes the revolution on the system of management of the basis,and the transformation of the government functions motivates the changing on public service pattern.In addition,institutional absorption is a multi-agent model to social governance,and the composite production of community public service is actual mechanism on the public service reproduction.Moreover,the partnerships among public service are the realistic way on the growth of China's civil society.Finally,this paper will outlook the future development of Chinese urban community public service and raise the paper needs further study and explore.
