After the political line is determined, the cadre is the decisive factor. What kind of person is selected or employed directly relates to the success or failure of the cause of socialism. At the beginning of reform and opening up, the Communist Party of China considered the situation, and pushed forward the reform of cadre selection system with great courage and boldness, which has made great achievements. For this great historical process, the existing research is so insufficient that the necessity to further the research is put on the schedule. This paper takes the cadre selection system reform in the period of 1978 to 1992 as the research object, on the basis of adhering to the dialectical materialism and historical materialism, which synthesizes the knowledge of related disciplines such as history, political science, management etc., and abides by the principle of the unity of history and logic, uses the methods of literature research, comparative analysis, case analysis and so on, settles the theory and practice of the cadre selection system reform in the early stage of reform and opening up, and summarizes the characteristics, significance and successful experience of the cadre selection system reform, and analyzes its historical limitations, so as to provide a mirror and enlightenment for deepening cadre selection system reform.The main body is divided into five chapters, and is split into introduction, body and conclusion.The introduction includes the basis and significance of the topic, the definition of the concepts, domestic and foreign research status, research ideas, research methods, focal and difficult points and originalities etc.The first chapter analyzes the theories and practice of Chinese cadre selection system. Firstly, this paper briefly introduces Marx, Engels, Lenin, Stalin's theories of cadre selection, and practice of those theories in Soviet Union. Then, it investigates the evolution of Chinese traditional theory and practice in cadre selection system before the reform and opening up. Finally, a brief analysis of western civil service selection system is provided. This chapter aims to analyze the theories and practice of cadre selection system at the beginning of reform and opening up from four perspectives (Traditional Chinese theory, Marxist theory, the Chinese Communist Party members'exploration and foreign reference).The second chapter expounds the background of the cadre selection system at the beginning of reform and opening up.This paper emphatically discusses the realistic needs and the existing conditions of reform. On the one hand, at the beginning of reform and opening up, there was a huge gap between the situation of the cadres, the existing problems and achievements of the goal in the modernization of socialism, which shows the necessity and urgency of the cadre selection system reform; On the other hand, with the order out of chaos and new progress of sinicization of Marxism, the conditions of organization, the theoretical preparation and the external environment for reform have gradually become mature. In a word, the reform has gained intrinsic motivation due to the need of reality and has attained possibility because of the existing conditions.The third chapter discusses the main focus of the cadre selection system reform. This section is mainly conducted from the following three aspects. Firstly, the adjustment of the organization's routes, the establishment of cadre selection guidelines and the innovation of the ideological and theoretical aspects are taken into consideration in the innovation of cadre selection guideline;Secondly, retirement system, the cadre's flexibility and advisory committee are taken to analyze measures and process of implementation of abolishing life tenure of leading cadres; Thirdly, promoting younger cadres, exploring the succession system of collectivity and strengthening the cadres'training are discussed as for the efforts on the selection of young and middle-aged cadres.The fourth chapter analyzes three basic elements of the cadres selection system reform including "who to select", "select whom" and "how to select". In the early stage of reform and opening up, the selecting subjects were variegated, under certain circumstance, organizations, individuals and the masses could all be the subjects of cadre selection. The elements that exert impacts were altered and the subjects tended to be elitist. Diversified selecting methods were applied, the procedure was more standardized and the supervision was further enhanced.The fifth chapter gives a conclusive analysis about the cadre selection system reform during the early stage of reform and opening up.Firstly, it gives an effectiveness evaluation of the reformation of cadre selection system, and sums up "five achievements" in terms of promoting the party's organization and political civilization construction. Furthermore, it generalizes "five experiences" in the formation of cadres selection system and reform. Lastly, a brief illustration of reasons for the cadres selection system and reform is made.Reconsidering the central spirit of the Eighteenth National Congress of CPC, the conclusion mainly analyzes the enlightenment of cadre selection system during the early stage of reform and opening up and proposes some insights into the deepening of the cadres selection system.
