| The rapid development of information technology provides the Public Information Service Institutions more development opportunities,but the changing of the market and the diversification of customer demand make the Public Information Service Institutions needs to take service innovation in order to keep sustainable development.But the increasing of information redundancy,conflict and garbage information resulting in information ecology unbalance of the institutions of,which is a threat to the Public Information Service Institutions service quality and service innovation.So information ecology governance is imperative,which ensures the normal operation,promote the service innovation and enhance competitive advantage.But Information ecology governance does not directly promote service innovation performance.IT application capability is the core element of the service innovation performance,Which is the combination of information technology and the specific business process.The paper analyze how does the information ecology governance affect the IT application capability eventually make positive effect on service innovation performance.This paper is aimed at providing answers to these three theoretical questions:(1)What's the connotation and dimensions of the Public Information Service Institutions Information ecology governance?(2)What's the connotation and dimensions of the Public Information Service Institutions IT application capability?(3)What's the effect between the Public Information Service Institutions Information ecology governance and Service innovation performance?(4)What role does each dimension of IT application capability play in the relationship between Information ecology governance and Service innovation performance?Combined with case study and theoretical analysis,this paper classifies the Information ecology governance into function governance,structure governance and environment governance.Function governance refers to the process of rising servicing ability and technical level through organizational learning,and improving the service quality by optimizing the service process.Structure governance mainly refers to the reengineering and optimization of the organization and business process.Environmental governance refers to optimizing the internal management system,focusing on the external related policies and regulations,track,and the introduction of advanced information technology,improving the system of institutions at the same time,raising the order and regularity of the operations.In addition,based on the related theory,this paper classifies the IT application capability into IT supporting services strategy capability and IT integration capability with business.And based on the theory of dynamic capabilities theory and related research,this paper define the IT application capability and expounds all above.To test the validity of theortical construct and explore the relationship among the Public Information Service Institutions information ecology governance,IT application capability and Service innovation performance,this study interviewed five Public Information Service Institutions in Shanghai,Tianjin cuty and Taiyuan.Through case study,the author revised the definition of key theoretical constructs and found that information ecology governance contribute to Service innovation performance through different dimensions of IT application capability.Thus,this study builds the research framework and proposes the hypotheses.Then,empirical data were collected from 219 Public Information Service Institutions in the northeast region,north region and the southern cities in China.And these data were analyzed by SPSS 21.0 software using data analysis methods such as factor analysis and multivariate linear regression.Finally,the conclusions and future directions are proposed base on empirical analysis results.According to the empirical data analysis,the conclusions of this research are as follows:(1)All the dimensions of information ecology governance have positive effects on the Public Information Service Institutions Service innovation performance,and their interaction effect helps each other.(2)All the dimensions of information ecology governance have positive effects on the IT application capability.(3)IT application capability play mediating roles in the relationship between information ecology governance and Service innovation performance.This paper is aimed at providing deep insights into how the Public Information Service Institutions do information ecology governance to improve their Service innovation performance.It contributes to the theory in four folds:First,drawn on extant theoretical research and case study,this research breakthrough the extant research paradigm of information ecology governance,through exploring the Public Information Service Institutions information ecology governance from three key dimensions of function governance,structure governance and environment governance.This research helps open the black box of new the Public Information Service Institutions information ecology governance and fill the gap of extant research.Second,drawn on the perspective of information ecology governance,this paper explores IT application capability building in the Public Information Service Institutions.IT application capability has drawn increasing attention from scholars in information system research recently.Drawn on extant research and case study,this paper enriches the definition and dimensions of IT application capability.The theoretical logics of exploration and exploitation reflected by different dimensions of IT application capability are also discussed.Third,this paper constructs the relation model on Public Information Service Institutions information ecology governance,IT application capability and Service innovation performance,by interaction validation of multiple case studies and theoretical derivation,and connecting with the knowledge – capability-service innovation performance theory logic.The result is following:(a)Each dimension of IT application capability play mediating roles in the relationship between Information ecology governance and Service innovation performance.(b)Information ecology governance has a positive effect on sensing and Service innovation performance.(c)When the three dimensions of Information ecology governance work together,the effect is bigger.(d)The effect of IT supporting services strategy capability is better than the effect of IT integration capability,In so doing,this paper explores and examines the relationships between different dimensions of information ecology governance and each dimension of IT application capability.This research helps enrich and extend the theoretical development of IT application capability research and contributes to the contextualized research on information ecology.this paper
