Research On The Capability Gap Analysis Method Of Military Information System

Capability gap analysis is a very important part in the capabilities-based requirement analysis of military information system.Determining the gaps between capability requirement and capability level,and evaluating the importance of these gaps,can not only present the probability of completing the mission,but also help generate the system requirement solution to make up the capability gaps.Taking capability gap analysis as core concept,a systematic and in-depth study of the method of identifying and describing the system capability gap,and the importance evaluation method for the gap has been carried out.The main contributions and innovations of this thesis are presented as follows:(1)A framework for capability gap analysis of military information system is established.Firstly,series of concepts related to capability gap analysis of military information system are studied,including the basic concepts of military information system capability etc.and the relationship between capabilities etc.Then three aspects of capability gap analysis are discussed,contents includes capability gap identification,capability gap description and capability gap importance assessment.Finally,the capability gap analysis process model is proposed.The interaction of the processes is analyzed,and the input and output of each process are described.(2)A method of identifying and describing the capability gap of military information system is proposed.Firstly,the problem of identifying and describing military information system capability gap is analyzed,and a method of identifying and describing the gap to consider the hierarchical structure of capability is presented.Secondly,the standardization of military information system capability and capacity relationship is studied.Then,the method of identifying the gap to consider the hierarchical structure of capability is mainly discussed,which can be divided into five steps.In the end,this thesis studies the method of describing military information system capability gap,and points out that the description of the capability gap should include two aspects: the individual capability gap and the overall capability gap of the system.(3)An importance evaluation method for the military information system capability gap is proposed.Firstly,the problem of evaluating the importance of military information system capability gap is analyzed,and the application of the relationship between capabilities in importance evaluation of capability gap is discussed.Then,according to the consideration of the relationship between capabilities,two importance evaluation methods in different situations are introduced.When not considering the relationship between capabilities,subjective and objective comprehensive weighting method is adopted to evaluate the importance of capability gap,by establishing the optimization model,the index weight of the subjective and objective information can be calculated directly.When considering the relationship between capabilities,the incomplete reciprocal judgment matrix in theory of multi-attribute group decision-making can be used to deal with it,and the method of evaluating the importance of capability gap based on the incomplete reciprocal judgment matrix is proposed.(4)The capability gap analysis of a regional air defense command information system is investigated.A regional air defense command information system is used as a case to apply the assessment framework and assessment methods proposed in the above,the capability gap is analyzed and an ordered list of gaps is obtained,verifying the feasibility and rationality of the work in this thesis.
