A Study On The Influence Of Big Data On The Modernization Of Government Governance

With the advent of the era of big data,data types and scale of the human society is growing quickly.The characteristics of big data and theory of "governance" are similar in iversification,flattening,collaboratingmulticenter,and many other aspects.The value of big data will be revolutionary in promoting government management modernization.Based on the influence of big data technology on the modernization of government governance,this study systematically studies the modernization model,evaluation model and construction route of government governance based on big data,and puts forward some countermeasures and suggestions to promote the modernization of government governance by using big data.This will help to understand the modernization of government governance objectively,which provides the basis for the government to use the big data technology to promote the reform of the governance idea and the innovation of the governance model,which has important theoretical and practical significance.From the point of view of system science,the new concept of big data and the essence of "gathering the number into wisdom " are put forward.Big data is a self-organizing,dynamic and open system composed of too much whole data sets,which is massive,hierarchical and mutually entangled.Based on the literature research and theoretical research,this paper puts forward the "DW nervous system" government governance mechanism based on large data technology.This paper analyzes the support and the risk of big data in the modernization of government governance model through case study.We designed a questionnaire for the effect of Hebi municipal government governance modernization,and analyzed the satisfaction degree of 12 items such as the speed of daily service,the level of public service and the convenience of public participation.This paper evaluates the modernization of Hebi municipal government from the six dimensions of population,economy,industry,service,transportation and communication by using PEMSCT characteristic index analysis model.Through the qualitative research,this paper puts forward the construction route of Hebi city government governance modernization.Finally,the combination of macro and micro methods,the use of big data to promote the modernization of government governance countermeasures and suggestions were discussed.The main conclusions are as the following:1.Big data age,strong political needs,the real pressure of civil rights,as well as the traditional government governance of the various drawbacks,prompting the rapid progress of government governance to modernization.2.Massive data aggregation and interaction process,is to achieve the process of data to create wisdom,that is,"gathering the number into wisdom."The "DW nervous system" government governance mechanism based on big data will get rid of the traditional "random sample" and the causality research paradigm,through the "whole sample analysis" and "correlation analysis" method so as to obtain wisdom,and has been applied to many areas of public decision-making.Big data prompted the government to break the "data-information-knowledge-wisdom" relationship that Russell Ackoff proposed,creating a new type of "Data-Wisdom" relationship.3.Big data on the governance of the government structure,mechanisms,functions,tools,competencies,assessment and other six areas have an important positive impact:first,the multi-governance structure,from vertical to flat,from a single to multiple;second,the regulatory mechanism,from the rule of man to the rule of law,from closed to transparent;third,human governance functions,from omnipotent to limited,from control to service;fourth is modern governance tools,from coercion to collaboration,from experience to data;fifth is efficient governance,from extensive to accurate,from passive to active;sixth is scientific governance assessment,from qualitative to quantitative,from time to time in real time.However,the current data alienation,information distortion,data monopoly,privacy leaks and other risks can not be ignored.4.Based on large data of the government governance modernization system has six aspects of performance.In the aspect of governance structure,it presents the diversification of governance subject and the flat of organizational structure.In the aspect of governance mechanism,it presents the transparency of information disclosure and the legalization of governance mechanism.In the aspect of governance function,it presents the marketization of resource allocation and the humanism of public service.In the aspect of governance tools,it presents the data of governance mode and the socialization of social management.In the aspect of governance capacity,it presents the standardization of administrative decision-making and the early warning of crisis management.In the aspect of governance evaluation,it presents the scientific management of performance management and the supervision of discipline inspection and supervision.5.This paper studies the evaluation methods of government governance modernization.Through the comparison and improvement of traditional methods,six models of population,economy,industry,service,traffic and communication are identified,and PEMSTI model is proposed.6.Taking Hebi City as an example,the general satisfaction of the people to the modernization of government governance was 81.2%and the satisfaction degree of "the convenience of public life" was the highest,reaching 92.9%,while the satisfaction degree of "vulnerable group coverage" Lower,only 64.7%.Through the analysis of the PEMSTI model,the level of government governance modernization is greatly affected by the population and the economy,the more developed the economy,the higher the level of government governance modernization.At the same time,with the implementation of the modernization of government management,the indicators of Hebi have been growing rapidly,especially in the modern service industry,the telecommunications industry,the growth rate is obvious,are located in the forefront of the sample cities.In addition,Hebi City,the indicators show a single pointer shape,the overall development is still uneven.Hebi city government governance modernization path should be the government investment management,public-private partnership construction and management model supplemented,choose the innovation-driven approach,focusing on the management services of urban management business,social livelihood business,science and technology cultural business,resources and environment business and industrial economy business.7.On the application of big data to promote the modernization of government governance issues,the paper puts forward the rational positioning of the government role,innovating the government administrative system,implementing the data strategy comprehensively,building the unified data information platform,strengthening the talent pool,mobilizing the public participation,optimizing the investment and financing mode and other recommendations.
