The Research On The System Construction And Mechanisms Innovation Of The Performance Evaluation On The Development Of Ecological Civilization Of Local Governments

The 18 th National Congress of the Communist Party of China proposed that “it is necessary to bring the resource consumption,environmental damage and ecological benefit into the evaluation system of economic and social development,and establish the target system,assessment method and reward and punishment mechanism that embodies the requirements of ecological civilization.” This is the system guarantee of establishment of ecological civilization construction and development strategy,which highlights the status and role of the ecological civilization construction in the overall layout of socialism cause with Chinese characteristics.Pressured by the task of comprehensively building a well-off society and a harmonious socialist society,it has become an important mission of the local government to profoundly comprehend the historical meaning of the ecological civilization construction strategy,establish an assessment system that highlights target requirements of the ecological civilization construction,build an ecological government and promote modernization of the government's ecological governance capability revolving around modernization of the national governance system and capability and taking advantage of transformation of government functions and institutional reform.To scientifically master the connotation of ecological civilization construction,profoundly recognize the development level of ecological civilization,immediately discover problems and shortages existing in the construction process of ecological civilization and implement the government's duties and responsibilities in ecological civilization construction lays the foundation for the logic of performance evaluation of ecological civilization construction.The local government should first make it clear why evaluation is required,how to evaluate and what to evaluate.To the end,it is necessary to systematically summarize and analyze research findings of ecological civilization construction performance evaluation both at home and abroad.By doing so,one can not only get a deeper understanding of the connotation,essence and functions of civilization construction performance evaluation,but also clarify the connections and differences between the local government ecological civilization construction performance evaluation and the government performance evaluation.Meanwhile,to examine the origin and development process of the local government ecological civilization construction performance evaluation can help one find out the historical positioning of “from where”and “where to go”.The value orientation of ecological civilization construction canprovide referential standards for analysis of characteristics and behavioral preferences of different evaluation subjects.Then,in accordance with the principle of complementation of mutual advantages and the optimal effects,a coordinated participation model with multiple evaluation subjects is set up to seek a more suitable evaluation subject system.Different places in China differ in terms of their resource environment endowment,economic development level and residents' awareness of ecological civilization.As a result,local government have different ecological construction objectives and focuses.A unified index system cannot fully reflect the practical situations of ecological civilization in a place,especially in terms of the provincial level with a large geographical scale.Therefore,construction of the evaluation index system should consider hierarchy and differences of ecological civilization construction.Only in this way can a systematic,specific and scientific ecological civilization construction performance evaluation index system be formulated for the local government.Frequency statistical method,grey correlation analysis and DPSIR model framework are combined to build a local government ecological civilization construction performance evaluation index system,which is made up of five level-2 indexes and 27 level-3 indexes.Through empirical analysis,the author analyzes the effect of Hunan Government's ecological civilization Construction.According to the research findings,the author come up with the following three aspects: First,economic growth and ecological civilization construction don't conflict.According to the analysis of per capita GDP,per capita disposable income of urban and rural areas,the added value of tertiary industry and the level of ecological civilization construction,it is found that there is no significant correlation between them,and there is no obvious negative correlation between them,which means economic growth and ecological civilization construction don't conflict.Second,the economic development model has relatively great impact on the construction of ecological civilization.In the empirical analysis,there is a significant correlation between energy consumption index,such as energy consumption of industrial added-value per unit of GDP,water consumption per unit of GDP,sulfur dioxide emissions per unit of GDP,chemical oxygen demand per unit of GDP,utilization rate of construction land per unit of GDP,etc.and ecological civilization construction,which indicates that the economic development model has a relatively great impact on the construction of ecological civilization,and the development model needs to be further optimized.Third,the public awareness of ecological civilization construction and ecological environment quality need to be improved.The study shows that the public has certain awareness of the construction of ecological civilization,but thesense of ecological responsibility,energy conservation and environmental awareness has much room to be improved;public environmental satisfaction is not high,indicating that there's a certain gap between public expectations and the ecological environment,and the ecological environment quality needs to be further optimized.According to the evaluation conclusions and prediction results,suggestions,including improving the public cognition of ecological civilization construction,construction of ecological environmental protection intensity,optimizing the industrial structure,promoting the regional coordinated development and sticking to integration of urban and rural environmental governance,are proposed.However,since ecological civilization construction performance evaluation is still in the preliminary development period,relevant policy measures,institutions and systems are calling for further improvement.To improve the evaluation system,efforts can be made in terms of standardizing evaluation procedures,building an information and data processing mechanism,optimizing the application mechanism of findings and improving the accountability system.In this way,the local governments can smoothly conduct their ecological civilization construction performance evaluation,give full play to their functions,and promote effective implementation of ecological construction policies.
