The Study On Government Performance Evaluation Under The Perspective Of Ecological Civilization

Mentioned in the report to the 18 th National Congress of the Communist Party of China on November 2012, we should advance in an all-around way economic, political, cultural, social, and ecological progress. Ecological Civilization is not mentioned in the report to the 17 th CPC national congress. So it is a new requirement for the government. Government Performance Measurement should consider Ecological Civilization.At present, the study on Government Performance Measurement has begun to take shape. But, Ecological Civilization as a new requirement of socialism construction, the research on Government Performance Measurement combined it is weak. In this paper, we combined Government Performance and Ecological Civilization to promote the government to provide quality services. By this way, we can ensure a healthy economic and social sustainable development.Through the analysis about the development of government performance, it can be divided into four stages: centralization stage, goal-oriented stage, efficiency construction stage and government performance evaluation stage. Study on the inadequacies of the various stages will help continue to improve in the government performance evaluation.This paper research the evaluation of government performance under the perspective of ecological civilization by building DEA model. Data envelopment analysis(DEA) is an quantitative methods to deal with various input and output. It can avoid the influence of subjective factors because of no need to weight the index. Therefore, DEA get rapid promotion as a methods to evaluate the performance of Non-Profit Organization.This paper analyzed the problems and deficiencies of the study on the Government Performance Evaluate using DEA, considered the requirement of Ecological Civilization Construction and the principle of index selection. At last, three indexes about government input been used in this paper. They are energy conservation and environmental protection of fiscal expenditure, quantity of employment in the department about water conservancy, environment and public facility management, electricity consumption. The output index is Development and Life Index(DLI) which is published by China’s National Bureau of Statistics. DLI covers economic development, the improvement of people’s livelihoods, social development, ecological construction, technological innovation, and so on. Collecting the relevant data of 31 provinces(autonomous regions and municipalities) in 2013, using DEA, the study can get technical efficiency, pure technical efficiency, scale efficiency and returns to scale of government’s input. Input redundancy rate can be got by projecting analysis.Overall, there are some differences of government performance level of the 31 provincial governments. This is because that developed provinces get more perfect in institutional mechanisms. They can make better use of government resources into social services. Some provinces use government resources in a low efficiently way. So, they did not get the expected results and effect of output. This paper argues that achieve better results with fewer financial input, personnel input and energy investment is one of the objectives of government work. The government should raise the level of performance under the background of ecological civilization from three aspects: regulate fiscal expenditure reasonably, improve the efficiency of financial investment; deploy human resources reasonably, improve mobility of public servants; strict control the consumption of energy, promote energy saving and environmental protection.
