Study On Building And Application Of Evaluation Model For Beautiful Village Construction Under The Perspective Of Ecological Civilization

The idea of the transformation direction for the beautiful village construction with ecological civilization is an important path to the people-oriented and ecological sustainable development of beautiful village construction in China,which has gained a wide consensus.Especially after the 18th CPC national congress,the ecological civilization construction was raised to the national level,the beautiful village construction has been developing rapidly.However,how to build the evaluation system of the concept ecological civilization has become the focus and difficulty in the assessment of the beautiful countryside construction.In theory,many scholars only study on a single point of view of the connotation of the construction for new socialist countryside.This paper builds the evaluation system and evaluation model from the perspective of the ecological civilization connotation at the micro level.The study is necessary to improve the study of the beautiful village.This paper includes three parts:theoretical research,empirical research and construction suggestions,which is composed of seven chapters.It includes:introduction,related of the literature review,assessment review of the beautiful village construction in China,building the evaluation indicators system,building the evaluation model,empirical analysis for evaluation model,countermeasures and suggestions for the application of the evaluation model.The purpose of this paper includes:Firstly,it provides construction of indicators for the future development of the beautiful village.Secondly,it perfects and enriches the theoretical basis for the beautiful countryside construction and ecological civilization construction.Thirdly,it provides reference for local government to make ecological construction and rural construction planning and strategic decision.The research method of this thesis includes literature collection,field survey method,expert consultation method and questionnaire survey method;mathematical statistics analysis method(calculate the index of MIV value by GRNN,calculated the weight of index by AHP,evaluation model construct by factor analysis method and entropy method).This paper analyzes the existing evaluation system of the beautiful village construction in our country,combined with the evaluation idea of ecological civilization,built the suitable evaluation system and evaluation model for the development level of the beautiful village construction.This research chooses Jinjiang city as specific county to verify is because it is one of the four typical rural development areas in China,the economic output was 465 billion yuan in 2015,the GDP growth is 1.7%higher than the nation,the county economy ranked fifth in the country,and the first in Fujian Province(23 consecutive years),which was listed as a national pilot new urbanization by the State Council,and many villages were selected as the country beautiful village pilots,the "Jinjiang Experience" put forward by Xi Jinping has been promoted to the national wide as the county advanced development experience.Therefore,this study takes Jinjiang city as an example to verify the scientific nature of the new evaluation system and the evaluation model has strong application value.The paper made six conclusions as follow.Firstly,the evaluation system of the beautiful village construction is based on the comprehensive and coordinated development systems of five sub-systems,which includes economic advancement,social harmony,ecological health,friendly environment and ecological support etc.Secondly,the paper set up an evaluation system that based on the theory of ecological civilization construction and beautiful village construction,which is suitable for assessing the level of beautiful village in most parts of the country.There were 151 indicators supplied for researchers' selections in different regions,which ensured the efficiency of using indicators in the evaluation system.Thirdly,the paper constructed an evaluation system that is suitable for assessing the development level of the beautiful village construction in the county.The system contained 36 indicators,which had a certain reference value in the study of the beautiful village theory in the county.Fourthly,according to the content of the evaluation system,the paper established a comprehensive development evaluation model consisted of five sub-systems,which refers to the sum of development index from five sub-systems,and the results of evaluation were more scientific.Fifthly,the paper designed a set of degree comparison standards of comprehensive development,which can quantify the development level of the beautiful village construction in the research area,and the results of evaluation were more direct.Sixthly,the paper carried on the empirical test to the evaluation model based on the situation of Jinjiang City.The whole results of test from ten years showed that the comprehensive developments index of Jinjiang City improved gradually,and the sample results of test can measure the deficiency of construction investment in various villages directly.The paper also did a multivariate statistical prediction of the evaluation model,which found that the city of Jinjiang would need 18 years to get higher level of the beautiful village construction.There are three innovations in the paper.Firstly,the paper from the perspective of the concept of ecological civilization,puts the ecological health,environmental friendliness and ecological security and other factors into the efficiency evaluation of the comprehensive development level of the beautiful village construction,Breaking the previous single from the socio-economic point of view in the evaluation perspective of beautiful village construction,and provides a new perspective and theoretical framework for the further analysis of the ecological development achievements and influencing factors of the beautiful village construction.It is innovative.Secondly,the paper adds new dynamic indicators in the evaluation system.Under the background of ecological civilization construction,this paper has improved the previous evaluation system of beautiful village construction,and improved the dynamic index of the three rates of production increment and the wage increase of farmers for the first time.The new dynamic indicators not only quantify the development level of the tertiary industry of agriculture,but also make up for the shortcomings of the previous evaluation indicators system which do not reflect the development level of beautiful village construction in time by the single perspective of static index.It made innovation in the research perspective of previous single static index in the scope of this study.Thirdly,the evaluation model has been improved in the application range.In the past,most of the researches on the evaluation of the beautiful rural construction were qualitative evaluation of the construction of individual villages,and less on the integrated development of the county-wide scope.The newly constructed evaluation model can not only evaluate the integrity of the county quantitatively,but also evaluate the individual villages quantitatively.The test results reveal the key indicators that affect the construction of beautiful villages,which has a certain contribution to the development of beautiful villages at other county level.
