Since the 1990s, globalization and the information technology revolution happened, under the impetus of western performance valuation, our country has started a lot of research, a large number of government performance measurement gradually on the rise, the local government's performance appraisal practice show a variety of features, and create a lot of the characteristics of performance measurement models.The scientific target system is the government achievements appraisal key.
