Research On Participatory Administration In Network Security Governance

The 21 st century is an era dominated by information.Through the exchange of information,human beings have continuously climbed on the cognitive mountains and discovered a more open sight one after another.Undoubtedly,the invention of the Internet is an important factor.After the1990 s,the development of the Internet has promoted the emergence of new technologies,new applications,and new formats.It has become an important engine for economic and social development,and it also provided a kind of technical support for the improvement of national governance capabilities.At the same time,with the kind of closer relationship between the Internet and people's life,the issue of network security has become increasingly prominent.There are many differences between cyber security governance and traditional social management.The lack of stability and closeness of the network and the rapid development have made some of the inherent governance models and instruments vulnerable to loss.General Secretary Xi Jinping proposed that it is necessary to build a social governance structure for joint governance,and regard it as an important part of improving security and standards of people's livelihood with strengthening and innovating social governance.As an important part of social governance,cyber security is characterized by its participation in administrative governance.Therefore,participatory administration in network security governance is particularly important.The first chapter of this article introduces the definition of participatory administration.Through in-depth analysis of this term,it provides the theoretical basis for the subsequent discussion.The second chapter is oriented to the global,and provides a reference for the breadth and width of participating administrations in China's cyber security governance by comparing and analyzing the dynamic development of different countries and network governance models in the governance process.The thirdchapter introduces the transformation and characteristics of China's cyber security governance model.From government supervision to social co-governance in the new period,it is not only the change of the main body,but also the continuous expansion of the participatory administrative system.The fourth chapter analyzes the current advantages and disadvantages of the system,and the fifth chapter puts forward relevant suggestions for improving the system.We must clarify the inadequacies of participatory administration in our country's network governance model and propose corresponding suggestions for improvement,which will help provide some guidance for future development.
