Analysis Of NATO Network Security Governance Path

Cyber security is an important factor affecting human life,social stability and national security.Since 21 st century,with the outbreak of cyber security incidents such as cybercrime,cyber espionage,and cyber terrorism,cyber security governance has become one of the most important aspects of global governance.Among many governance subjects,regional organizations play an important role in network security governance and play a unique role.As the largest political and military organization in the world,NATO has established a NATO-specific cyber security governance model based on the advantages of regional organizations.At the organizational level,NATO established and continuously improved its cybersecurity governance institutions and formed a top-down management system.At the cooperation level,NATO promoted cooperation among internal member countries and actively participated in international cooperation.At the same time,it actively cooperated with the private sector and experts to establish All-round cooperation system;At the rule level,NATO actively participates in the construction of international rules for cyberspace.Under the guidance of the NATO Cooperative Cyber Defense Center of Excellence,it has issued the “Tallinn Manual 1.0” and the “Tallinn Manual 2.0”.NATO’s cyber security governance was developed on the basis of responding to cyber-attacks.The increasingly severe global cyber security situation,NATO’s regional security challenges,and the adjustment of NATO’s defense mission all promoted the development of the governance process.The development of NATO cyber security governance has experienced three stages: start,development and maturity.NATO cybersecurity governance has its unique and successful experience,including the establishment of a multi-layered network defense system,the promotion of an all-round cooperation model,the strengthening of cyberspace rules and the improvement of offensive and defensive capabilities of the network.After more than two decades of governance,NATO’s network security governance has achieved remarkable results.Not only has the network security defense capability improved significantly,but the concept of network security has also been recognized by the international community.However,NATO’s cyber security governance also has deficiencies,such as the issue that the cooperation model relies too much on the United States and the lack of mutual trust among member states.With the development of computer and Internet technologies,new problems emerged in an endless stream and new challenges were posed to NATO cyber security governance.By studying the NATO cyber security governance process,we will have a great deal of reference and guidance for the development of China’s cyber security governance.
