The academic research of political communication is still a very young subject,but the practice of political communication has a long history with political science itself.Just as Pope Johnson III in England ordered his ministers to post the Pope's instructions on the door of the church in 1213,telling the king of England that John had been expelled from the church,Modern politicians use all available media to deliver information to the public.Even though the case that King John was expelled from the church was a long time,but one thing was common.At that time there are several shares of power in the competition to obtain the support of the people.Catholicism used the best way to preach sermons among loyal believers.The most British people were told that their kings and royal family is no longer recognized by the Catholic Church.If someone supported the King,the king will go to hell.The form of warning to King John is also used in another ruler,the King of Philip Augustus in France,Because the king did foreign aggression,so it was suffered from sanctions.This communication form is more common between countries and countries in the world,and inside a single countryside.The core of this communication is to persuade.The recipient of the information should act in the manner required by the sender of the information.The political communication practice of the Communist Party of China in full power is essentially different from the above-mentioned information exchange between the Pope and the people.The former is to serve the people,in contrast,the latter is to evolution of political communication theory,the elements of political communication and the methodology of political communication.In this part,the evolution of the political communication theory has been expounded from the perspective of the representative figures of political communication theory,instead of the content analysis that has been followed.For example,Walter Lipsman and his works "Public Opinion",called for the foundation of communication;Harold Rathwell and his works "pioneer of propaganda and analysis",Paul F.Lasfield and his works "pioneer of communication direct effect research",A new generation of communication scholars and their works "media indirect effects research";Robert Endman,the renowned first-class scholar of the framework theory,and Los Angeles Santa Monica:the birthplace of new social communication technology,and so on.Secondly,this part elaborates the elements of political communication,including information sender,political information,political channel,information receiver and positive and negative feedback.As well as the methodology of political communication,including the research methods,in-depth interviews,content analysis methods,audio-visual content analysis,network analysis methods,test and simulation,etc.These provide the theoretical and methodological basis for the comprehensive study of the political communication practice of the Communist Party of China in full power.Chapter ?,the writer investigates the evolution of the political communication of the Communist Party of China in full power from a historical perspective.This part discusses the practices of political communication of the Communist Party of China in full power in accordance with the following historical process:"The period of from the establishment of the new China to the socialist system(1949-1956),the socialist construction period(1956-1965),the Cultural Revolution period(1966-1976),the Reform and Opening-up period,and the Establishment of the Socialism System with Chinese Characteristics(1978-2010),and since The Eighteenth National Congress of the Communist Party of China.This paper analyzes the political communication practice of the Communist Party of China in full power from the four levels:the party interior,the party and state authority,the party and government,the party and the party,and the party and the mass.Above analyzes supply the basis for understanding comprehensively the evolution of the political communication of the Chinese Communist Party in full power:the Features and the basic experiences.Chapter ?,the author explores the characteristics and basic experiences of the political communication development of the Communist Party of China in full power.The study found that power should follow the Party's laws and regulations,and carry forward the inner-party democracy,and secondly,the Communication between the party and the authority of the Communist Party of China in full power should respect the exogenous facts,and play a supervisory role.Thirdly,the Communication between the party and the government of the Communist Party of China in full power should comply with their respective boundaries,and achieve synergistic governance.Fourthly,the Communication between the party and the party of the Communist Party of China in full power should respect each other ruling party and the parliament.The problem of the political communication between the ruling party and government is how to realize the real separation of the ruling party and government,and realize the scientific decision-making function of the party group,and realize the government's executive function according to law.Specifically,how to truly realize"invisible but shadow" leadership in the process of handling the relations among the government at all levels and the party groups?Under the new conditions,how to deal with the relationship between "elephants" and "ants"?At the same time,the question that needs to be considered is what is a political party in the end?What is the similarities and differences between the political parties on the land of Hong Kong and the democratic parties communication practice of the Chinese Communist Party in full power.The article argues that the political communication practice of the Chinese Communist Party in full power must uphold the four by the methods of program,scientific and institution.In general,it is the way to optimize the political communication of the Communist Party of China in full power for "five modernization",and serve the "four comprehensive" strategic objectives and the realization of the Chinese dream of two centenary years.The paper argues that the "FIVE HUA" can be used as a way to promote the quality of political communication of the Communist Party of China in full power.A)The Inner-Party Democratization.In det,ail,it is necessary for the Communist Party of China to not only achieve procedural democracy,but also to achieve substantial democracy.As stated above,the inner-party political communication of the Communist Party of China in full power has achieved inner-party procedural democracy.But there is still a long way to go in the way of inner-party substance democracy.What should we do?In my opinion,There is a need to advance reform as following:firstly,to achieve the party's highest level leaders,difference election.Secondly,to manage the key minority of the party's senior leadership.Thirdly,to achieve the diversification of the party's central level meeting place.Fourthly,to realize the real unity of the rights and obligations of ordinary party members.Only by making the ordinary party members really participate in the process of the inner-party elections,the inner-party decision-making,the inner-party management and the inner-party supervision,the democratic centralism can be better realized,and the quality and level of political communication of the Communist Party of China will achieve a real improvement.B)The Scientific of the political communication between the Communist Party of China and the Parliament.It refers to realize the unity of the party's leadership,rule by law and the people's masters.The key is the division of scientific border between the CPC and the NPC and its Standing Committee.On the basis,it try to achieve the benign interaction,scientific interaction between the Chinese Communist Party and the NPC and its Standing Committee.There are the following aspects to promote reform:firstly,to manage the key minority of the government agencies and institutions' leadership.Secondly,to innovate the percentage of part-time and full-time deputies at the national and local levels.Thirdly,to overcome the larger proportion of the party members and leading cadres in NPC deputies at all levels.Fourthly,to extend the time span of communication between the national and local people's congresses at all levels.The time of political communication is one of the guarantee factors of political communication quality.C)The Legalization of the political communication between the Communist Party of China and the government.What's more,it refers that comprehensively implement the strategy of the rule of law,the administration of law,and the party government of the law make the political communication between the Communist Party of China and the people's governments at all levels be lawful in order to realize the legalization of the political communication between the Communist Party of China and the government.That the goal is obtained should implement and carry out"Work Regulations of the Communist Party of China(Trial)".Its traits of the scientific and legal system ensure the scientific,legal system of the political communication between the Communist Party of China and the government.D)The equalization of the political communication between the Chinese Communist Party and others' parties.In detail,the political communications between the Communist Party of China and the eight democratic parties in mainland,and the political parties in Hong Kong and Macao must be carrying out the unity of the rights and obligations,and set up branches,develop party members in accordance with the law inside and outside the territory of the People's Republic of China.There are still some work to promote reform:Firstly,to speed up the legalization of "The Party Law in the People's Republic of China" to provide legal basis for the equality of party communication.Secondly,to encourage the Chinese Communist Party and the democratic parties to go out,and the equal exchange of different political parties in the country.We must be confident that the Chinese Communist Party will be able to achieve this strategic goal.E)The response of The Political Communication of the party and the masses.It refers to the party representatives at all levels uses the letters and visits departments,or build more modern networks and media so that timely,accurate and effective response being come into.It can meet the demands of the masses to enhance the political legitimacy of the ruling party.These measures can solve above mentioned problems:The incompatibility between the the ruling capacity of the Communist Party of China and the ruling system,the incompatibility between the the ruling capacity of the Communist Party of China and the ruling environment,and the incompatibility between the ruling capacity of the Communist Party of China and the ruling object.There are still some work to promote reform:Firstly,to encourage to set up some the reform pilot area across the country to carry out the practice of political communication between the party and the masses,and the valuable experience can be promoted in order to promote and enhance the response of the Communist Party of China.Secondly,to guide the political communication practice of the party and the government with the principle of supply side,and to establish a true party-and-mass communication response mechanism.With the supply side principle,learning the real needs of the people in order to construct service-oriented government for to providing quality public goods.Achieving the real purpose of supply side reform and truly establish a response mechanism improve the supply and demand of public goods asymmetry.
