Education is the footstone for national rejuvenation and social progress of China, CPC and the government always gives priority to education development in their work. Physical education (PE) of schools is an important task of training socialist builders and successors. Good PE of schools not only meets the requirements of full implementation of CPC's educational policy and essential-qualities-oriented education, but also carries out the fundamental strategies for strengthening China through talents and building China into a country rich in human resources. In recent years, School PE has been made great progress in China, but lacked criteria and evaluation measures hindered its coordinated and balanced development. The situation of continuous declination of physical quality of college students continues. Therefore, building a scientific and reasonable comprehensive evaluation system benefits colleges and universities in measuring PE quality; promotes regular implementation of PE management in colleges and universities and guarantees the work quality; and further promotes comprehensive progress of PE work of colleges and universities.Building a complicated and comprehensive evaluation system of PE for regular colleges and universities is an arduous task. Chinese scholars have made extensive discussions on theoretical system construction, evaluation application and practices in this aspect. There are abundant research results. However, there are still many deficiencies, such as unclear definition of scope of the evaluation objects, lack of normalization of applications for the evaluation methods and poor feasibility of the evaluation model. Moreover, there's no study on empirical test for the evaluation system. This thesis designed and built the PE evaluation system for colleges and universities in the light of the theory of comprehensive evaluation and made an empirical study on evaluation practices and further improved the theoretical system of PE evaluation. It provides new thought for theoretical and practical development of EP evaluation of colleges and universities.With operations research, system science and social statistics as the theoretical basis, this study conducts a comprehensive review and analysis of the history and the development of college PE evaluation theory and practice since the founding of P.R. China. It divides Chinese college PE evaluation into five stages by valuable documents and epoch-making events such as, initial stage (1949-1977), ascendant stage (1978-1989), growing and progressing stage (1990-2001), sound and mature stage (2002-2011), all-around developing stage (2012-present), while analyzing and commenting on the current "Rules for School Physical Education" as well as its implementation status of evaluation index system. By analysis of systematic structure, property and characteristics of college PE with system science theory, the thesis reveals that college PE is an open complex system characterized by heterogeneous components, multiple interactive structures, and dynamic processes within the school education system of the giant education system, and belongs to the subsystem of conscious social patterns of the giant social system.Based on the spirit of the laws of education activities and a comprehensive summary of the education experience, the thesis profoundly cognizes the core essence of education evaluation work, follows the scientific, systematic, feasible and developmental principles to construct college PE comprehensive evaluation system, and thus embodies college PE objectives in four aspects:enhancing students' physical health, promoting students' all-around development, training outstanding talents in reserve for competitive sports, and inheriting and innovating sports culture, in order to build a comprehensive evaluation theory model composed of five primary levels:PE planning and development, PE course setting and implementation, extracurricular sports activities and competitions, student physique monitoring and evaluation, and basic ability building and guarantee.Combining the theoretical study of comprehensive evaluation system of college PE with the theoretical characteristics and specific practice of college PE, the study first builds the evaluation index system by use of system approach and hierarchical structure thinking, then tests and optimizes this system by rigorously implementing Delphi method, making full use of subjective cognitive experience and analyzing quantitative test results, therefore establishes a comprehensive evaluation index system that covers five goals, sixteen principles and fifty-four specific statistical indices to fully reflect the characteristics of college PE. In the application of systematic evaluation weight approach, the study takes into account both scientific and practical requirements by inheriting and absorbing the scientific thought of index comparison and evaluation scale n place of complicated repeated comparison and matrix calculation procedures. The study reasonably refines weights by the use of concise and efficient comparative weight composing method, introduces experts' individual weight method to amend integrated index weights, applies quantitative method to measure the consensus of preference expression from adjustment groups, and further improves the comprehensive evaluation system in terms of objective research and judgment, and scientific decision-making functions.As to adjustment on evaluation index system in evaluation practice, the study gives a specific method for index additions and deletions so as to make the evaluation system more flexible and practical in applying different evaluation objects, and adopts the theoretical idea of subgroup-based evaluation for standard processing of intergroup evaluation results, thereby solving the comparability problems with inter-subgroup evaluation opinions, and effectively improving the efficiency of the evaluation work and the scientificity of the PE evaluation results.The empirical study is a test of the practice of specific evaluation in college PE comprehensive evaluation system. Through the evaluation practice of the evaluated samples of colleges, it proves the constructed college PE comprehensive evaluation system can objectively reflect the status of PE and effectively assess the levels of PE. Furthermore, the empirical study has strong evaluation operability and applicability, providing a credible evaluation tool and reliable evaluation findings for college physical education evaluation.
