From the angle of the sustainable development, students of the physical education major of teachers' university should be all-round people with strong body, healthy mind and perfect capability, all of which are indispensable factors to them. Otherwise, the sustainable development of physical education will be a vain hope.The present physical education major of teachers' university in China has made a great contribution to the development of Chinese physical education by fostering and providing a great number of qualified teachers for primary schools, secondary schools and colleges. However, in the new century, the fostering of qualified teachers of the major cannot meet the need of teachers of primary school teaching and middle school teaching which aim at the combination of physical education and the education of health in that the education evaluation having been made before mainly focused on dominant behaviors, and seldom on recessive behaviors. Such a one-side evaluation has led to a situation of unsustainable development, in which physical education and actual social needs were separated. Therefore, the synthetically evaluation on the students of physical education major and the establishment of a relevant evaluation system have been a pressing event, and also a significant and onerous task.Based on the requirement of the reform and development of physical education major in China, we should carry out the all-round competence education, set up the internal optimization, and evaluate the quota system and the evaluation method rightly and scientifically. The establishment of the system is mainly concerned with whether it is subjective or not, whether it suits the reality, whether the evaluation can be carried out successfully, whether the judgement can be made more scientifically or rightly, and whether the evaluation can chieve its aim and function. There has been a great development in the studies and researches of the competence of physical education major students in teachers~ universities during recent years. Butunfortunately, these researches neglected the harmonious balance between the physical health and the psychological health of physical education majors. Therefore, in this paper, aiming at the improvement of the physical and mental health of students majoring in the higher physical education, by consulting large quantities of reference books, making extensive investigations and paying visits on some experts, we have set up a synthetically quality evaluation quota system and an evaluation measuring scale, and weighed the relative importance of the quotas with the application of the layered analysis approach. Quota system is a hierarchical structure of gradation. It can be classified into three aspects: physical quality, mental health, and competence, which constitute the second layer, i.e., the subgoal layer. The specific quotas in the third layer can be abstained by deviling the quotas of the second layer. The quotas are clear and specific, fully reflecting the competence characteristics of students of physical education major in teachers' university.Weight or weight number is a value used to appraise the function and the status of the evaluation quota system. The following methods or approaches can be use to make sure of the weight of quotas: the method of personal experience, the traditional method of experiment statistics, the Serration matching method etc. There are some limitations for these methods to establish the weight. The paper has designed the investigation questionnaire with the theory of AHP, established matrix from comparison with the method of characteristic vector, and concluded the weight value of moats.
