The development of society has come into a new stage since 21st century. In this stage, the obvious characteristic tends to be the intensive competition. From the macro aspect, competition between countries is expressed in the competition of national power such as economy, science and technology, and military affairs; from the micro aspect, an organization's competition is the competition of resource and product. However, these aspects of competition have to be operated and managed by the people with high quality. Consequently, the competition is the competition of qualified people. It is obvious that qualified people are the base and guarantee of the competitive advantage. It is necessary to gain qualified people if you want to win in the intensive competition. High qualified people refer to the high quality of people's comprehensive quality. University and college is the main base of cultivating high qualified people for various industries. How to evaluate university and college students'comprehensive quality completely, objectively, and scientifically is a realistic problem faced by every university and college in the course of improving quality education completely. Nevertheless, most of the current evaluated modes in university and college were produced in the past examining educational environment; there are some shortcomings in the evaluated purpose, content and approach. It can be expressed in the excessive qualitative analysis and research, the less and careless quantitative analysis, and the obsolete index system. In the index system, the necessary and comprehensive quality of university student especially the moral and capable quality cannot meet the requirement of the development of the era. This paper studied all kinds of requirement of university students'quality from society especially from the employer. Based on the above analysis, the evaluated index system of university students'comprehensive quality has to be built. There are three class of index; the first class contains five parts including thinking and morality quality, science and education quality, capable quality, human quality, and physical and psychological quality. The assurance of this index system adopted level analysis in order to achieve maximum creditability and minimum uncertainty. According to the above analysis, all sorts of students'quality have been emphasized and the importance of the present university students'various quality has been expressed.
