Research On Governance Mechanisms Of Research Universities From Stakeholder Perspective

Accompanied with continuing advancement of modernization of governance system and governance ability, Chinese Universities'autonomy remains to be improved; the internal management system is not sound, and the phenomenon of imbalance of universities'internal power structure still exists. The diversification of universities'financing structure and people's urgent demand for high quality resources of education urge research universities to transform from emphasizing denotative extension to connotative development. Under these circumstances, the internal governance mechanisms and relevant institution systems of research university are to be improved. Dealing with the interest demamds and power relations of multiplicity of interests bodies towards universities, and promoting the modernization of university governance ability are urgent to be studied.During the progress of research universities'governance, the gap between the wishes of participation of multiple stakeholders and the power-disposing has to be noticed. The seek out of the mechanisms to realize of the accordance and coordination of stakeholders'power, responsibility and interests becomes the key issue to be resolved in university governance. Starting from the origin of governance, centering on institutional arrangements and confirmation of connotation of governance mechanisms are the process of coordinating the relations between different bodies'power, responsibilities and interests under the institutional framework. Governance mechanisms have to satisfy the diversified interest demands, deal with the power relations between stakeholders and realize the unification of stakeholders' power, responsibility and interests.Based on the perspectives of stakeholder, selecting University Governance Mechanisms as research subjects, applying Stakeholder Theory and Property Rights Theory, this thesis constructs the theoretical analytical framework of research universities'governance mechanisms under the perspectives of stakeholder, recognizes the governance main bodies of research universities, builds up the conceptual model of analyzing governance mechanism, finds out the functional mechanism of governance mechanism based on Structural Equation Model, reveals the current condition and problems of governance mechanisms and puts forward the improvement strategies and suggestions for universities governance mechanisms.First of all, based on the perspective of stakeholder, this thesis constructs the theoretical analytical framework of research university governance mechanisms. Starts from the internal logic relations between Stakeholder Theory and Property Rights Theory, it clears that the governance mechanisms are the dynamic coordinating process of different main bodies' power, responsibility and interest under the institutional framework, reveals that the objective of governance is to realize the interests of the core stakeholders and the essence of governance mechanisms is the power relations between core stakeholders. The generation process of governance mechanisms is the coordination process of interest realization and power relations. According to the generation process of governance mechanisms, this thesis constructs the component elements of governance mechanisms, and they are the four sub-mechanisms of the governance mechanisms system, thus interest expression mechanism, power control mechanism, power supervision mechanism and interest coordination mechanism.Secondly, this paper recognizes the governance main bodies of research universities Through the definition of research university stakeholder, the thesis puts forward recognition and standard of classification of university stakeholders. According to the importance, power and urgency, using the questionnaires of experts, this paper recognizes the internal core stakeholders are faculty administrative staff and students. This thesis treats the core stakeholders as the main body of governance. Thus, faculty, administrative staff and students are the main body of governance.Then, it builds up the conceptual model of analyzing governance mechanisms. Based on that the essence of governance mechanisms is the power relations in the big issues the thesis builds up the conceptual model of power relations, institutional influence factors and decision results using the decision-making of universities'big issues as carrier. It selects 8 variables of opportunity for expression, full of expression contents, domain of power, concentrated of decision-making, free of information, democratic supervision, diversity of coordinate of main bodies and tactic of compromise as the component elements of power main body relations,2 variables of source of power and procedures of power as institution influence factor,2 variables of satisfaction and rationality of decision-making as decision result. Based on the conceptual model, this paper promotes 8 causal hypothesis, develops and designs the 36-testing-questions questionnaire of research university faculty participating in university governance and research university students participating in university governance.Then, it finds out the functional mechanism of governance mechanism based on Structural Equation Model. Collecting data through empirical research, it tests the validity and stability of data and verifies the causal hypothesis, reveals the acting path and intensity level of institutional factors, power main bodies'relations and decision results. The source of power and power procedure positively influence the power main bodies'power from different degrees, and the different relations between power main body positively influences decision results from different degrees. Based on the empirical results, this thesis explores the current situation of China's research university, the existing problems and resons.Finally, the specific strategies of improvement of governance mechanisms are put forward. In the interest expression mechanism, the boundary of power of each governance main body needs to be clear, the communication channels needs to enhanced and the interest screening criteria needs to be built; in the power control mechanism, the range of each governance main body's decision making needs to be optimized, and the authority of faculty and students needs to be intensified; in the power supervision mechanism, the power supervision and responsibility of faculty and students needs to be strengthened, and the accountability needs to be established to prevent and punish power violation behaviors; in the interest coordination mechanism, the procedure of coordination needs to be established, the trust during the process of governance needs to be enhanced and the transparency of information need to be increased.
