Contrast to some west countries, the development of high education of ourcountry is far behind. Obviously, the high education of China has developed to aperiod of a bottleneck, the education system unable to adapt to the status quo of theeducation. There serious contradiction between the power structure of high educationand the source of power of high education, that leading to uneven distribution ofbenefits in high education, and the stakeholders can not achieve effective checks andbalances, then, the development of colleges and universities can not keep up with theneeds of the times.The basic of this article is the theory of public governance, the power theory, theeconomic theory, the business management theory and other theories those can usedby this article. In this article, I put forward a new way of thinking and a specialperspective on the reform of university governance mechanisms, and re-examine thereform of university governance mechanisms. I hope to make new construction to thereform of high education as much as possible.The core problem of the reform of high education governance mechanisms wehave to resolve is how to distribute the power that the stakeholders gave to theuniversities, and to protect the interest of the stakeholders, then have a system thatcan protect the equity of benefits distribution, and the effectiveness of checks andbalances of interests, to promote the universities rapidly, comprehensively andhealthy develop.In this article, I believe that the reason of the reform of universities governancemechanisms going wrong is the lacking of coordination between the source and thestructure of power of colleges and universities, leading to the uneven distribution ofbenefits, lacking of a fair and healthy environment of high education, and there is lackof necessary legal protection, unable to break the existing interest pattern, can notform a new mechanism of the distribution and checks and balances of benefits, so thatthe reform of university governance mechanisms very difficult.The reform of university governance mechanisms must begin from theestablishing and perfecting of the law about the university governance mechanismsand high education, so that the reform have a legal basis, in order to reduce the resistance of certain interest groups. An important safeguard for the reform ofuniversity governance mechanisms is that the universities obtaining the real legalpersonality, then all reforms of universities independent, can get rid of outsideinterference to a large extent.Establishing the multi-joint governance mechanism, can give a environment thatrelatively fair and independent for the checks and balances of the interest groups, inorder to achieve further fair, and promote the high education develop more fast andhigh quality. Upon the basis of having a multi-joint governance mechanism,universities will be free in internal reforming, and having an autonomy managementand operation of universities, that can protect the academic freedom and autonomy,and to protect the effectiveness of the basic function of universities.
