College Governance: Structure, Power, And Culture

The research on the construction of modern university system has become a hot and difficult problem in the research of higher education.The purpose of constructing the modern university system is to bring the university back to academic organization.Reforming and perfecting the governance structure of Chinese universities is the key to improve the modern university system with Chinese characteristics,and it is also the basic content of the construction of the modern university system with Chinese characteristics.?The outline of the national medium and long term educational reform and development plan(2010-2020)?points out that the biggest problem of establishing modern university system is "administrative tendency" and "administrative management mode".This "administrative tendency"and“administrative management mode" are formed from top to bottom.Therefore,the ideal path should be a systematic reform from top to bottom to the "modern university system".But overall,the government is short of motive force of self-reform,and top-down reform has not made substantial progress.In fact,what is lacking in the construction of modern university system in China is neither the top-level design nor the master plan.And it is neither the road map nor the timetable drawn by the government,but the reform force coming from the grass-roots level of the university itself.The crux of the construction of modern university system is hard to be solved by itself,and the reform of college governance is the best way to construct the modern university system.As a secondary organization of the university,the college has a dual nature:being a professional academic organization which directly undertakes the main social functions of the university and possess professionalism and academic nature,and being an administrative organization and the basic administrative entity which has the administrative level and possess administrative and bureaucratic nature.Under the background of university reform,college governance reform is an important path for the university to realize "grassroots reform".The secondary-grade organization is the important content of constructing the modern university system.Taking the study of the secondary college governance as a breakthrough maybe it is the most feasible path when the top-down path does not work.We can reform the college governance structure to a kind of forced mechanism from the bottom to top,and establish the "modern university system" through the establishment of the "modern college system".At the same time,the reform of college governance is also the need for the college to stimulate its vitality and develop itself.College governance can stimulate grass-roots vitality,and then promote the construction of modern university system.Generally speaking,the college is set up on the basis of the subject,and its internal management takes the academic as the main body.The institute is based on the project,the teaching and research department is based on the curriculum and the department is based on the specialty etc.The college is not a legal organization,and the management function is mainly reflected in the implementation.The college reform of the internal governance is based on the needs of academic activities and is changing with the improvement of academic level,which is related to the teachers'academic interests and the students' academic prospects,and it is the foundation of college governance.College is the running entity of the university,and all measures of it's internal governance should be implemented in the college.Whether or not the measures are good depends on the vitality and the running level of the college.Relying on the basic theories,such as governance theory,organization theory and field theory,taking a multidisciplinary systematic mode and making comprehensive use of different disciplines,such as politics,economics,philosophy,law,sociology and ecology,this paper studies the college governance from three dimensions:the governance structure,power relationship and governance culture.Learning from the management experience of foreign universities,combining with the national conditions of Chinese universities,using the methods of literature research,comparative research and case study,this paper puts forward the idea of perfecting the college management path of Chinese university.With the improvement of governance structure,power and culture of th e college,the idea of "the dean accountbility under the leardership of the governing council" which accords with governance ideology will be established to coordinate the relationship between academic power and executive power as well as the relationship between university management and college management,to stimulate college vitality,to promote college development and the construction of modern university system in our country.The paper consists of seven chapters.The introduction introduces the background,significance,research status,research ideas and methods of the study.This part defines relevant concepts,introduces governance theory,organization theory and field theory related to college governance,and it analyzes its applicability in college governance.Chapter ?discusses the theory of college governance and theoretically analyzes the connotation,elements and characteristics of college governance.Chapter ? is the realistic interpretation part,which explores the current situation of China's college governance from three dimensions:governance structure,power relationship and governance culture.Chapter ? is the part of case study,which takes the governance reform of three pilot colleges of the ministry of education(Faculty of J,B University;College of T;T University;College of N,S University)as the example to make a case study.This part deeply analyzes the differences between the operation process and institutional arrangement of the three pilot colleges as well as the achievements and problems of the reform.Chapter ? is a comparative study on the characteristics of the college governance in five countries:Britain,the United States,France,Germany and Japan.It analyzes the governance structure,power relationship and governance culture of the five countries and explores the enlightenment to our country.Chapter V is the part of reform conception,which analyzes the concept Of college governance from the three aspects of "structure-power-culture" and puts forward the route choice and implementation strategy of college governance reform through theoretical discussion,current situation analysis,historical comparison and international comparison.Finally,it rearranges and reflects on full test in the epilogue,pointing out shortcomings of the paper and the next stage of the research.
