Public service is a fundamental research of modern economics and management.In 2002,the report of the Sixteenth CPC National Congress have proposed clearly that,the People Government must possess four basic functions,of which public service is one."Equalization of public service" was presented firstly in the "The suggest of enacting the eleventh five year plan" that was enacted in the fifth Plenary Session of the 16th National Congress of CP in 2005.The equalization of compulsory education public service is an important element of the equalization of basic public service.In 2010,The Outline of National Education(2010-2020)put forward the objectives,namely,"Establishing completely a system of basically public education services which covering urban and rural areas,achieving the equalization of basically public education services,narrowing the gap in regional".Chinese government has repeatedly emphasized the importance of equalizing basic public services through national policies,so as to promote the gradual achievement of compulsory education public service.From a critical perspective,this thesis analyzed current system by following four methods.Firstly,by using documentary analysis,systematically,the basic theory of public service equalization in compulsory education is theoretically interpreted.And by giving a complete access to relevant laws,regulations and policies text,at the policy level,this paper combs the process of forming and changing of Chinese compulsory education system,paying attention to the logical deduction and to the historical development of the system.Secondly,by using questionnaire survey,with the method of stratified sampling and random sampling,this paper makes an empirical investigation on basic situation of the compulsory education,school construction,teachers' configuration of multiple districts and counties in twelve eastern,central and western provinces in China.This gives a comprehensive understanding of problems,differences and difference distribution existing in the process of compulsory education service equalization in different regions and provides empirical basis for comparative analysis of papers and policy design.Thirdly,by using personal and group interview method,this paper makes a detailed inquiry into potential problems that can't reach in the questionnaire and high-profile as well as valuable focus matters in educational field,giving a detailed understanding of highlighted and thorny problem so as to get a grip on actual situation of public services in compulsory education in reality in all aspects.Fourthly,by using comparative research,this paper gives a comparison and analysis on differences of the same educational indicator in different regions,on policies and regulations and policy suggestions proposed by different countries in order to realize public service equalization in compulsory education,on development course of public service equalization in compulsory education in China in different periods,on educational balance index proposed by different institution or scholars in different regions so as to broaden the thought for the final system construction and practice improvement.Based on these research methods and context,this thesis focused on the following five points:Firstly,theoretical interpretation.This dissertation started with differentiating the basic theory of equalization of compulsory education public service,affirmed the definition of equal,equalization,public service,basic public services,equalization of compulsory education public service,institution,educational institution,and then analyzed the main type,institutional attribute and feature of the equalization of compulsory education public service.This section provided a consistent position and theoretical basis for article to further study.Secondly,development of institution.This dissertation stuck to combine historism with realism,discussed not only foreign but also native in methodology and analyzed the development of equalization of compulsory education public services of our country and abroad.Therefore it could provide historic references and experiences for present institutional innovation.This part of study demonstrated the correlation theory of development of institution,including its occurrence mechanism,basic mode,outbreak cycle and value of the times.Next,the article analyzed the experiences and problems in institutional construct about equalization of compulsory education public services of some developed countries,such as American,Britain and Japan.Finally,China issued Compulsory Education Law in 1986.The dissertation discussed the universal education before the 1986-Law and the accomplishment and innovation needs of compulsory education,Thirdly,Realistic analysis.This dissertation stuck to the analysis of Marxism Dialectic and the principle of "seek truth from facts",made a realistic analysis and judgment to the institution regarding present equalization of compulsory education public services in our country,gave outlines to reconstruct new systems and implemented accurately new policies.This study analyzed the reality according to regulatory stipulation of compulsory education public services,political stipulation of compulsory education public services and the indicators of technical public service of education.It dissected the status-quo of equalization of compulsory education public services in China from educational investments,conditions of school running,teaching staff,educational opportunities,and in the meatime,dissertation also rethought the achievements and problems which is caused by society.Fourthly,construction of institution.This thesis validated the importance of a sensible frameline for the equalization of public education that secure the operability and feasibility.The article adopted the logical architecture as:the choice of value orientation,including inclusive,equitable,fine quality and well-ordered.The determinants of institutional idea,including basic fair,benefit balance,incremental reform and overall consideration.The assurance of service objects,which means the bottom line of service system must lean to vulnerable groups,included children in remote area,trailing children,left-behind children,disabled children and learning-difficult children.Implement serves after assessments of specific local situations,including institutional environment,resources environment and cultural environment.Fifthly,promotion of institution.This thesis proposed three factors with respect to the system design and key strategy to promote equalization of compulsory education,which included investment,supervision and assessment.In the part of investing,we must thoroughly implement legislated regulations,strain every nerve in transfer payment,enlarge the "province-based" at the right time,optimize the input structure,and expand social funds.In the part of supervising,we had better to effectively administrate development of teaching faculties,equalization of education opportunities and betterment of education conditions,and further establish a well-supervised long-term mechanism.In the part of assessing,we must achieve following points,namely,constructing an accurate and scientific evaluation system,formal and multinational evaluation process of performance,dynamic and timely feedback of evaluation result,wholesome and clear guarantee of evaluation of law.In this combined system,investment institution is the fundamental part of promotion,supervision and evaluation system are the guarantee to promotion.
