Compulsory education is a legal education.The government must provide the people with public services for compulsory education.Public services in compulsory education mainly include basic teaching facilities,teachers,educational input and educational policies.The government is obliged to create conditions for public service equalization in compulsory education.The public service equalization in compulsory education plays an important role in promoting social equity and building a harmonious society.Parity in educational public services is not simply equalitarianism.The equalization of public services in education does not mean that basic public services guaranteed to everyone are equal and non-discriminatory.In the practical process,we must achieve the greatest degree of fairness and efficiency in our situation and our humanity.To achieve the goal that public services for education guarantee equitable education for children and adolescents of appropriate ages.In the overall pattern of compulsory education development in Inner Mongolia Autonomous Region,the contradiction between demand and supply of educational public services is prominent,which is mainly reflected in the improper allocation of limited educational resources.This improper allocation not only leads to public service unequalization in compulsory education,but also hinders the progress of social equity to some extent.Therefore,in the current social and economic context,it is urgent and necessary to solve the problem of educational equity through the public service equalization in compulsory education,and it is of great practical significance to change the status quo.With public service equalization in county compulsory education as the object of research,a case study was conducted on T County in Xilin Gol League,Inner Mongolia Autonomous Region to analyze the gap in thepublic services in compulsory education,clarify the problems encountered in public services in county compulsory education and their corresponding reasons,and explore ways to equalize public services in compulsory education.This study mainly used fore methods,namely,literature review,comparison,interview and investigations to study the public service equalization in compulsory education in T County.This paper is divided into seven chapters.Chapter I,the introduction part,introduced the background,status quo,significance,method and key concepts of this research,systematically expounded the significance and status quo of the research on public service equalization in compulsory education,and put forward the ideas and methods of the research by sorting out the existing problems,causes and countermeasures of public service in the stage of compulsory education.Chapter II,list and analyze the general theoretical problems of compulsory education public service,and provide theoretical support for providing countermeasures and ideas at last.Chapter III tell the situation of T Country.Chapter IV listed the status quo of public services in county compulsory education and the problem of public service unequalization in compulsory education.The research showed that the public service unequalization in compulsory education in T County was mainly manifested in financial,material and policy aspects.Chapter V analyzed the reasons for public service unequalization in compulsory education in T County from the compulsory education management system,policy differences between key and non-key schools,improper understanding and implementation of policy layout in rural primary and secondary schools,and the gap in teacher allocation between schools and between urban and rural areas.Chapter VI,the conclusion part,put forward the countermeasures and ideas to solve the problem from four aspects based on the basis of analyzing the phenomenon.Chapter VII is the conclusion.In the current social transformation process,the educational status of T Country is typical.Therefore,it is hoped that this study can provide somereferences for the current compulsory education reform in Inner Mongolia Autonomous Region.
