| The rational allocation of educational resources is the due meaning of the government’s public service.Compulsory education is a basic public service,and the rational distribution of compulsory education is the primary condition for the rational distribution of educational resources.At the present stage,the government’s public policy is the main way to implement the allocation and distribution of compulsory education resources.With the rapid development of the city and the influx of a large number of talents into Xi’an,the competition for high-quality education resources has become unprecedented fierce.With the government’s increasing investment in compulsory education and the continuous improvement of basic education resources,the enrollment rate of children in our city has reached 99%.The main contradiction of compulsory education resources has changed from "whether there is a school or not" to "not going to a good school".The growing demand for high-quality education resources and the imbalance in the distribution of education resources have increasingly become the focus of attention.This study takes the balanced development of basic public services as the breakthrough point,analyzes the impact of government public service management on the allocation of educational resources,analyzes the existing problems via field research,comparative analysis and literature analysis,and pays attention to the ideas of Xi’an municipal government to enhance the balance development among compulsory education areas,and the obvious imbalance in the allocation of compulsory education resources The current situation and problems under the current policy.Under the guidance of the policy of equalization of basic public services,this paper studies how the government can alleviate the excessive competition of high-quality education resources in various districts,reduce the blind area of education facilities layout,continuously expand high-quality education resources,optimize the allocation of basic education resources,and so on,so as to promote the balanced development of compulsory education in various districts of Xi’an. |
