Compulsory Education is one important part of the continuous and healthy development for one country. The effect of the implement of Compulsory Education directly decides the whole quality of one country’s citizens to one extent so as to effect the development of economics, and more importantly is the starting and ending of People-oriented. Since the concept of building basic service system and realizing the equalization of basic service was proposed during the Fifth Plenary Session of the Sixteenth CPC Central Committee, Compulsory Education had been attracting more and more public attention as one necessary part of basic service. And for China which still keeps being an agricultural country with a huge number of agricultural people, Compulsory Education in rural areas plays an important role in China. But the current condition of Compulsory Education in rural areas is very concerning. Firstly, Compulsory Education in rural areas itself has many objective problems like fund-shortage, teaching-shortage, facility-shortage, low enrollment rate and compulsory education of floating population. Secondly, the existence of the huge difference between compulsory education in urban area and rural areas in hardware and software makes the development in rural areas become slower. Thirdly, from the respect of Compulsory Education in rural areas itself, there are many huge different in different districts especially the Compulsory Education in western and middle China where even whether all children can have the chance to have Compulsory Education or not is a challenge. Lastly, there is one phenomenon named" Floating Compulsory Education" which means the rural areas now cannot connect to modern society and modern culture because of the "floating "of Compulsory Education in rural areas.This paper has a discussion about the equalization and marketization based on equalization of compulsory education from the perspective of theory of basic public service equalization. Firstly, the paper gives a demonstration of the background of the theme, the research methods, innovation and drawbacks, as well as the current research papers. Secondly, based on the database from Educational statistics yearbook of China, this paper shows the un-equalization of Compulsory Education in rural areas through demonstrating the development process of Compulsory Education, mainly meaning the development gap between urban areas and rural areas and the difference in different districts. Thirdly, the paper analyzes the interested related people in Rural Area Compulsory Education. The government has main responsibilities for Rural Area Compulsory Education supplying; children are accepters, and parents as monitors and the second accepters, as well as the internet which rising recently but playing a more and more important role in Rural Area Compulsory Education. Also, this paper discusses the relationship between these factors so as to make well preparation theoretically for the jointly supplying system in the next chapter. As just mentioned, the last part gives some possible problem-solving solutions centered the jointly supplying system, as well as a comprehensive monitoring system and the huge strength of internet. The supplying system is about the system majored in the government supplying and realizing the equalization of Rural Area Compulsory Education, then the volunteer department and market paly the supplementary role with the responsibilities of supplying Rural Area Compulsory Education in less developmental and high level developmental areas, respectively. The aim of this paper eventually is accomplishing a systematic Compulsory Education system with diversification including all children in all areas that can satisfy all kinds of demanding from our people.
