Compulsory education is a public affair that must be guaranteed by Country,a basic public affair that must be developed on a priority basis,and a basic undertaking for poverty alleviation.On the 19 th national congress of the communist party of China,president Xi Jinping addressed: “We must promote the integrated development of urban and rural compulsory education and attach great importance to rural compulsory education...Strive for a fair and quality education for every child.” Compulsory education,as the foundation of China's education system,its unfair development not only break the spirit of justice but also affects efficiency,and will eventually become an obstacle to sustainable economic development and social stability.Only by ensuring equal access to compulsory education in urban and rural areas,can better reflects equity of social.Yiyang city located in the north of central Hunan,near the provincial capital Changsha.Influenced by its location and economy,Yiyang has a low degree of urbanization and a large gap between urban and rural development.The current situation and countermeasures of Its development of equal access to compulsory education and public services in urban and rural areas has certain reference value for other cities in China.Taking Yiyang as an example,the essay combined research method from reference reading to field visiting,from quantitative analysis to qualitative analysis.Compare the quality of urban and rural educational condition,teacher level,etc.The essay obtained five reasons: unsuitable policy mechanism,the urban and rural compulsory education development foundation is unbalanced;unguaranteed fund,overall the investment is insufficient,also the use is improper;not updated concept,cognitive errors of balanced development;unscientific Layout,degree supply and demand contradiction is outstanding;unperfected teacher protection system,the total number of teachers is insufficient,the structural is also deficiency;Other practical problems,such as the quality gap between students,t he impact of private education,chaos of after-school training institutions.Based on solving problems and combining with Yiyang's educational reality,this paper puts forward countermeasures to further promote the equalization development of urban and rural compulsory education public services: To improve the conditions for ensuring balanced development of urban and rural compulsory education and public services;To change the concept of balanced development of urban and rural compulsory education and public service;To make scientific plans to adjust the distribution of compulsory schools in urban and rural areas;To establish an integrated teaching staff for urban and rural compulsory education;To create a balanced development model for urban and rural compulsory education and public services;To establish and improve a mechanism of caring for vulnerable groups.The innovation points of this paper may mainly reflects in the practical level of institutional innovation.Large part of studies on this topic are based on the academic perspective from national,regional,provincial and county angle,or only from the perspectives of economy,policy and law.Based on the current situation of education administration,this paper conducts a targeted research on the equalization of urban and rural compulsory education public service from the perspective of a prefecture city's education department.This may have great practical significance and reference value for governments and education departments in less developed areas to solve the problem of equalization of public services in urban and rural compulsory education.
