To prosper the country we should strengthen education firstly;to strengthen education we should boost teaching firstly.Nowadays,the unbalanced development of compulsory education affects the whole countrys' education quality improvements as well as equal access to high-quality education of the students in the west rural area.The key of realizing balanced development of the compulsory education is to distribute the teaching resource equally.The free normal education policy is enacted to improve teaching quality especially in the west rural area.It has been nine years from the policy was executed in 2007.The fist free normal students have been worked in teaching occupation for five years,and there is another five years teaching duty left for them.It is the right time to evaluate the policy scientifically inorder to amend and perfect it.The dissertation is based on the theories of education policy evaluation and teacher education and other relevant ones,trying to use policy inner running logic theory to analyze the whole process that the free normal education policy turned to be a policy problem from an education problem,and then became a policy in law,as well as how itis executed in practice.The dissertation analyzes the policy,shifting from the contentand text to its process in order to shed light on its background,origins and developments.Based on the logical beginning of the effect diagnosis of free normal education policy and policy evaluation standards of form,truth and value the dissertation investigates all stakeholders of the policy to get date and analyzes the implementation effect by taking empirical approach.Through a scientific and systematic evaluation on the free normal education policy,the dissertation figures out the existing problems of the policy,and then by drawing inspiration from strategies on promoting teacher education that foreign governments adopted makes suggestions on how to improve it.This dissertation includes the following six parts:Part one,the interpretation of free normal education policy.The dissertation presents the background,rule-making and content of the policy,meanwhile introduces the policy implementation as well as its current situation.Part two,related theories this dissertation is based on.This dissertation elaborates the theory of internal logic on education policy evaluation;the theory of evaluation mode on education policy and the theory of value on education policy evaluation.Supporting by those theories the dissertation chooses the stakeholder mode of policy evaluation and constructs evaluation standard for free normal education policy.Part three,the investigation into current situation of the free normal education policy.The dissertation conducts a broad survey of stakeholders of the policy from the prospective of stakeholder's mode.Selecting the first 10,597 graduates as the research object,this dissertation has conducted a satisfaction survey on the policy from text content to implementation and has made an investigation into work practice and teaching convictions;on the other hand an extensive field research on the six normal universities affiliated to the ministry of education,the local education administrations,primary and middle schools in the west and free normal education students' families has been done to support the investigation.Part four,the evaluation of free normal education policy.According to the fact-based statistics and by policy evaluation standards,the dissertation estimates this policy from the dimensions of form,truth and value.Form evaluation estimates the text contents and the policy-making process.The result shows that this policy meets the social demand,however,language fuzziness of the policy contents and the elite decision pattern in policy-making process become the factors affecting policy implementation.Truth evaluation estimates policy execution and effects.Because of the policy executing,a large number of excellent teachers teach in the middle and west region,equally teacher resources distribution improves the quality of education of western schools,however,there is still a gap between the policy goal and its effect.The policy value contains many aspects.For the free normal education policy,this dissertation analyzes it from two points,social and individual value.Social value embodies not only pursuit of equal education but also strengthening teachers education under the circumstances of normal university transformation.Individual value mainly embodies compensation to students in poverty.But the dissertation shows that the individual value for free normal students is limited because of the rigidity of thispolicy.Part five,enlightenment of foreign normal education policy.This dissertation presents several normal education policies of foreign countries with comparatively advanced normal education,including the UK,the United States,Germany,France,Russia and South Korea.By comparing and analyzing the six countries' normal education and teachers treatment policy,the paper presents four rules to improve the normal education policy.Six part,suggestions to perfect the free normal education policy.Through the empirical analysis and the assessment of the form,the fact and value,the implementation effect and the existing problems of the current free normal education policy have become more transparent.Based on this basis,the dissertation puts forward the proposal from four aspects,the policy text content,policy executing measures,guarantee mechanism and effect enhancement.These specific strategies include breaking restrictions of employment areas,improving enrollment link and classifying new students,establishing smooth communication channels,forming evaluation mechanism and mending policy provisions timely,etc.
