Research On Performance Evaluation Of Two Free Eugenic Policies

Birth defect is increasingly becoming important issues affecting the quality of thepopulation,caused a great deal of economic burden to the society and the family.Thesick children require long-term treatment,special support and education afterbirth,leading to huge economic losses.The newborn is the labor force of the future,theyare the builders of the county,children with birth defects created the magnitude of valueis far less than normal children in the future.Therefore,we need to advocate prenatal andpostnatal care,and to improve premarital rate and pregnancy testing rate,and the purposeis to improve the quality of newborn population.This paper base on “3E” principle of performance evaluation and economics ofpopulation quality theory,the eugenics “double-free” policy which introduced in2008,zhejiang province,as the object of study,expansion theory and empirical research on theeugenic area government actively control policy performance.There consists of four parts:The first part briefly introduces the research background,contents,and the relatedtheoretical basis.Birth defects take the extensive attention to the community,eugenics“double-free” policy improved population health level,from the newborn healthperspective and based on fiscal policy.This paper makes an empirical study adopts themethod of performance evaluation and AHP.The second part is about the policy performance evaluation index systemconstruction and empirical analysis.On the construction of index system selecting likethe rate of birth defects,the beneficiary satisfaction rate,capital reaches the designatedposition,system security level eleven indexes,and so on.Combining the quantitativecriteria constitute the basic frame of system of quota.The result of comprehensiveevaluation result is87.89.Performance evaluation class is second grade(the first grade isthe best).The third part analyzes the relation of birth defect rate and premarital medicalexamination rate.We found that there is a negative relationship between.Effects of birthdefect occurrence factors like genetic,environmental Science,drug,etc.We foundthat,population and environmental factors have a larger impact on the rate of birthdefects.In addition,The rate of birth defects affecting factors regional comparative studyfound differences in the rate of birth defects around the largely caused due to the different levels of economic development.The more economically developedregions the smaller rate of birth defects.The fourth part is the basic conclusions and policy recommendations,made severalsuggestions and opinions:Advocate government appropriately raise the plantarget,promoting eugenics " double-free " policy,establish the eugenic policyperformance evaluation of database,etc.Improve prenatal and positive control policyperformance evaluation, effective control of the rate of birth defects, increasing birthhealth level.
