Make full use of the computer, multimedia and network communications in the educational process, to promote the teaching quality, training the students to adapt to the new requirements of the information society. By using ICT in education to promote the modernization of education is the strategic choice of education reform and development in China. Interim-Long-term Education Reform and Development Plan (2010-2020) made speeding up ICT in education of development process as an important guarantee for achieving future objectives of education reform and development, the ICT in education of Decade Development Plan (2011-2020 Year) defined the next decade, Chinese development goals and planning of ICT in education. ICT in education of"Thirteen Five development plan" further emphasized the development tasks and priorities of all types of development and application of ICT in education. Under the background of continuing to strengthen construction and development of ICT in education, Chinese provinces, municipalities and regions have developed ICT in education "Thirteen Five Year Plan" to promote the efficient development of ICT in education.But ICT in education development strategic plan should be fully in accordance with the actual situation of local development, scientific planning resource allocation and targeted selection of development priorities is needed. Thus scientific and effective, comprehensive empirical evaluation of ICT in education and Development Strategic Research is an essential key step in the development plan. But in China, the practice of theory and method for ICT in education empirical evaluation, and ICT in education development strategy research based on empirical evaluation is not yet mature. ICT in education development strategy research dopings excessive subjective dependence and is lack of theoretical and empirical research. In this context, the paper relies on XXX' s ICT in basic education "Thirteen Five" development planning in I luizhou City,Guangdong Province and Zhengzhou X normal college's information "Thirteen Five Year Plan"research project. From the perspective of theoretical and empirical research, synthetically uses the method of quantitative and qualitative data analysis, builds theoretical framework of ICT in education development strategy research based on empirical evaluation, and tests through practical research. This paper mainly includes three parts:The first part: the theory research of empirical evaluation and development strategy of ICT in education.Based on the main content of development strategy and basic framework of ICT in education construction content, synthetically puts forward the main framework and the content of ICT in education development strategy. Comprehensively analyze the key influence factors in the process of the development of ICT in education development strategy, and discuss the method for making ICT in education development strategy. Finally, wu build the empirical evaluation framework and index of ICT in education in China.The second part: The empirical evaluation and analysis research of ICT in educationBased on the empirical evaluation theory of ICT in education, we evaluate the ICT development level of the ICT in XXX' s basic education, exploring the empirical evaluation and analysis method of ICT in regional basic education. Comprehensively investigate the current situation of the ICT in basic education development in XXX area. We use the methods of exploratory factor analysis, structural equation modeling, simple linear weighting method, to synthetically survey application level of ICT in basic education and information technology application ability level of primary and secondary teachers in XXX area. Variance analysis method is applied to resolve the level differences of ICT in basic education in XXX district. Secondly, we evaluate the ICT development status in the Zhengzhou X normal college. To discuss the researh path and method of school information development strategy based on empirical evaluation.According to the theory research, we investigate the status of ICT development in the school.Based on the empirical research, we analyze the achievements and shortcomings of ICT development, and use the structural equation modeling of analytical methods to resolve the key factors for school teachers' application of ICT in teaching.The third part: The development strategy research of ICT in educationWe research the development strategy of ICT in XXX's basic education based on the empirical research results, exploring the method of studying and making development strategy of ICT in the regional basic education. The quantitative content analysis and trend extrapolation are applied to predict the future trends of basic ICT in education. We use the C-SWOT model qualitatively analyze the future development elements of ICT development in basic education of XXX area, and build the development strategy of the ICT in basic education in XXX area, and calculate the development strategy vector of ICT in basic education. Finally, we choose the positive growth-oriented development strategy for ICT in the XXX' s basic education.Secondly, we take the Zhengzhou X normal college as an example, exploring the path and method of research the development strategy of ICT in school. We explore the development trend of ICT in higher education, providing foundation for school ICT in education development goal.We use the C-SWOT model to qualitatively analyze the future development factors of development strategy of ICT in Zhengzhou X normal college, build the strategy quadrilateral from a quantitative point of view, and calculate the school's information development strategy vector.Finally, we choose the positive twist development strategy for the school's information development.
