The Ten-year Development Plan of Education Informationization (2011-2020) issued in 2011 pointed out that broadband network would cover all areas and schools before 2020. Informationization of basic education is a strategic measure to improve national quality, and hence is the priority of the plan. Basic education informationization focuses on the balanced development of compulsory education,relies on the construction, utilization and sharing of quality educational resources, helps all children and teenagers of the right age study better, and thus to narrow the digital gap between rural and urban areas,promote all teachers and students to use quality educational resources, and fully implement the national curriculum. It is supposed to promote the integration of information technology and education, build intelligent instruction environment, proceed heuristic, inquiry-based and participation-based instruction with information technology, and advocate network-based collaborative learning across schools.Teacher resource is the most important educational resource. Education equity cannot be achieved without the balanced disposition of teacher resource. However, the reality is that teacher resource imbalance between rural and urban areas has been existing for a long time. The traditional way to solve the problem is to input quality teacher resource to rural areas through various policies, yet the trend of city-oriented congregation of quality teacher resource is obvious. As long as the urban-rural gap exists,the teacher resource gap cannot be removed under the traditional way of disposition. With the development of information technology, Video-Interaction-Synchronous-Classroom has gradually become a feasible solution to the problem. However, the existing synchronous classrooms are troubled by the problems of inadequate instruction environment, limited instructional modes and low teaching effectiveness. The aim of the study is to improve the present synchronous classroom, explore a variety of instructional modes in this environment, and verify the teaching effectiveness in the newly-designed Video-Interaction-Synchronous-Classroom.This study adopted the methods of literature research, mathematical modeling and experiment teaching to design a new-type of synchronous classroom instruction environment system based on video interaction, to explore teaching modes and strategies in new-type Video-Interaction-Synchronous-Classroom, and to analyse instruction effect of the new-type Video-Interaction-Synchronous-Classroom.Major research achievements:(1) This study has designed a new-type instruction environment of video interaction synchronous classroom. The researcher has inspected existing video interaction synchronous classroom combined with modern teaching theory, and designed a new-type instruction environment of video interaction synchronous classroom. This instruction environment has some important characteristics. Main class and synchronous class share one teacher. It can support distance teaching interaction. System integration application proved that instruction environment of video interaction synchronous classroom has technical feasibility.(2) This study has explored improved and optimized instruction modes in the new-type Video-Interaction-Synchronous-Classroom. Lecture type, discussion type, inquiry type are classical instruction modes. The researcher analyzed these instruction modes in single class, and designed corresponding interactive ways and instruction program.(3) This study has analyzed instruction participation of students in in the new-type Video-Interaction-Synchronous-Classroom. In existing synchronous classroom, the instruction participation of synchronous class is relatively low. A method for calculating instruction participation of synchronous class has been built. Combining with the case study, the researcher inducted instruction interaction characters. Appropriate adjustments could make instruction participation between main class and synchronous class tend to coincide.(4) This study has verified the instruction effectiveness in the new-type Video-Interaction-Synchronous-Classroom. The researcher designed and implemented a series of instruction activities,and used methods of questionnaire survey and knowledge test to confirm that instruction environment and modes designed in this study could lead to reliable instruction effect. Research achievements of this study are appropriate for video interaction synchronous classroom between urban and rural primary or secondary schools, or any other education institutions sharing qualified teacher resources across long distance.Research achievements are reliable ways to optimize the disposition of qualified teacher resources.
