From 2013,the government began to promote a part of ordinary university to do transformation and become applied colleges and universities,in order to relieve structural contradiction of higher education,homogenization development of higher education institutions,difficult employment for university students,thus to facilitate higher education to adapt to and guide upgrading of industrial structure and development of economy as well as society.Government documents pointed out to promote some ordinary universities become applied ones through industrial-education integration.Intensification of industry-education integration including integration of education and industry on macro level and activities of both education and industry on micro level become main target,critical path and important content of building applied colleges and universities.It is also assistor of developing economy and society in New Normal.In essence,industry-education integration of applied colleges and universities is intersystem collaboration involving multiple interest subjects.The collaboration effects depend on industrial-education integration impetus of outer subjects(industry,enterprise,government)and inner subjects(universities' administrative staffs,teachers and students).However,both inner and outer subjects of applied colleges and universities do not have enough impetus in deepening industry-education integration,which lead to struggling or false appearances in the process.After research and economics analysis,it reveals that vague conception,interest conflict,short of resource and system imperfection are main reasons of insufficient impetus of applied colleges and universities in industry-education integration.To verify the discovery or suspect,there are 5 research hypothesis:(1)industry-education integration of applied colleges and universities lacks of impetus;(2)subject's educational concept influences impetus of industry-education integration distinctly;(3)subject's gaining profit influences impetus of industry-education integration distinctly;(4)subject's resources influences impetus of industry-education integration distinctly;(5)the system of industry-education integration of applied colleges and universities influences impetus of industry-education integration distinctly.To verify the hypothesis,this paper uses interview method,questionnaire method and documentary method to collect and analyze material.The interview objects include universities administrative staffs,teachers and students of 5 applied colleges and universities and managing staffs of 2 enterprises.The questionnaire objects are applied colleges and universities' administrative staffs,teachers and students,which cover 10 applied colleges and universities as well as 1800 questionnaires.The document includes government policy,universities' system,personnel cultivating program,meeting material and news.Through material analysis,conclusions are as follows: fixed research hypothesis 1,overall speaking,applied colleges and universities lack of impetus to deepen industry-education integration.Center government,universities administrative staffs and students have sufficient impetus for industry-education integration relatively,while local government,industry,enterprise and teacher have insufficient impetus for industry-education integration.Fixed research hypothesis 2,concrete science,including educational concept,including type of education,target of personnel cultivation,educational content and method,have distinct influence on impetus of industry-education integration of applied colleges and universities.Metaphysical educational concept,including dispute about local ordinary universities' transformation and development,relationship between education and industry,relationship between universities and society,do not have distinct influence on impetus of industry-education integration of applied colleges and universities.Accepting research hypothesis 3,impetus of subject in industry-education integration will be influenced by gaining profit.Lack of profit or incompatible of profit for the subject are sources of insufficient impetus for applied colleges and universities in industry-education integration.Accepting research hypothesis 4,resource of subjects of applied colleges and universities' industry-education integration influences its impetus distinctly.The applied colleges and universities are in inferior position because of funds,subjects,persons qualified to teach,space,equipment,which restrict the impetus greatly.Accepting research hypothesis 5,the system of industry-education integration influences its impetus distinctly?The personnel system,salary system,teaching system,scientific research system,administration structure and informal system shackle impetus of industry-education integration for applied colleges and universities.The underlying causes for the consequences above lies in 5 aspects.1.Impetus of industry and enterprise for industry-education integration depends on the utility of applied colleges and universities products(persons with ability,technology,social service and so on).The products of applied colleges and universities have little specialty with high cost,which reduce the needs and impetus of industry as well as enterprise in industry-education integration.2.Impetus of applied colleges and universities for industry-education integration depends on supply-demand relationship in higher education opportunity market.The demand exceeds supply in higher education opportunity market in China for a long-term.This phenomenon intensifies producer orientation in higher education,weakens impetus of industry-education integration for applied colleges and universities.3.The “center-edge” structure of higher education system makes most high quality education resources flow to key universities in the central place.Applied colleges and universities around the edge are short of educational resources seriously,which restricts resources and impetus of industry-education integration for applied colleges and universities.4.Government controls autonomy in running universities,which decreases autonomy,flexibility,authority and impetus of industry-education integration for applied colleges and universities.5.The subjects of applied colleges and universities do not have clear responsibility and strong supervision in delegation-agent relationship.Outer subjects of industry-education integration and administration staff as well as teachers of applied colleges and universities do not have to be responsible for the failure of industry-education integration.This is the root of lacking of impetus for industry-education integration.There are 6 measures of increasing impetus for industry-education integration.1.Adhering to open and multivariate idea for higher education,insisting to take industry-education integration as breakthrough in developing applied colleges and universities with Chinese specialty while seizing metaphysics of industry-education integration for applied colleges and universities cautiously.2.Optimizing the educational resources,weakening “center-edge” structure of higher education system,promoting funds,teachers,policies,social capital and so on incline to applied colleges and universities.3.Redefining authority of government and universities,taking transferring major-setup rights as breakthrough to loosen regulation of autonomy in running universities for applied colleges and universities.4.Establishing responsibility list and accountability mechanism for government and applied colleges and universities,investigating and affixing the responsibility from government and applied colleges and universities,decreasing their opportunism actions during industry-education integration process.5.Deepening personnel system reformation in public institutions,building evaluation system for applied colleges and universities,taking personnel system and evaluation system as key points in reforming correlative system.6.Proposing education feelings,increasing self-discipline and spirit of utter devotion of industry-education integration's subjects,using teacher's boundary,spirit of university and spirit of utter devotion as supporter to elevating impetus of industry-education integration for applied colleges and universities.As the result of the research,it reveals that idea,profit,system form the impetus' analytical framework of industry-education integration for applied colleges and universities,in which idea is the precursor,profit is the root,resource is the foundation,system is the key.Puzzle of the idea,conflict of the profit,lack of the resource,imperfection of the system cause the insufficient of impetus of industry-education integration for applied colleges and universities.To increase the impetus of industry-education integration for applied colleges and universities,we must clarify education idea,adjust profit and resource counting on exterior system reformation,resolve profit conflict and shortage of supply by elevating interior spiritual shackles.In this way,the subjects of industry-education integration for applied colleges and universities could deepen industry-education integration independently under restraint of balanced authority and responsibility.
