Scientific research is the driving force of scientific progress and civilization innovation,and it is also the foundation of social prosperity and national development.The performance of university research has drawn the great attention among countries,which decides the ranking of universities around the world.Scientific research has become a necessary condition for the improvement of the international competitiveness of the university,and the evaluation of scientific research is also a necessary part of the personnel management and the development of teachers at universities.The development of scientific metrology theory provides a new way for scientific research,and its evaluation has become a trend in the world.This study tries to explore more scientific,reasonable and effective evaluation model of scientific research by means of the research performance of teachers in universities.On one hand,the study aims to further supplement the theory of teacher performance management,to enrich the theory of human resources management,and to provide evidence and information for the application of scientific metrology.On the other hand,it can provide the basis for scientific research management strategies,allocate university teachers' resources more effectively and reasonably,stimulate the enthusiasm and creativity of different teachers,and provide the guidance and reference for the development of the disciplines.The study uses the literature measurement analysis,content analysis and literature research method to conduct a comprehensive and deep analysis on the related domestic and international researches.On the basis of understanding the situation,results and problems of the current researches,the study proposes a general plan for the quantitative evaluation of the performance of university teachers' scientific research,which is suitable for the current situation of our country's colleges and universities.Further,based on the idea and principle of scientific metrology,the study uses intelligent information processing technology and focuses on the university teachers' scientific research performance index system and the evaluation model.As a good result,the study can provide a scientific means for more objective and reasonable evaluation of teachers' scientific research ability and contribution at universities.The outcomes and innovations in this study are mainly reflected in the following four aspects:1.To put forward the evaluation ideas of teachers' scientific research performance at universities based on the scientific measurement and intelligent information processingThis study is the first one to comprehensively apply the thoughts and principles of metrology of science and technology and the methods of intelligent information processing to evaluate the research performance of university teachers,and to study the issues related to these two methods.With the data of the performance of university teachers' scientific research in Hei Longjiang Province,it also conducts an exploratory empirical study.It aims to examine the feasibility,reliability,validity and specific procedures of university teachers' scientific research performance based on the comprehensive utilization of scientific measurement theory and intelligent information processing technology.2.To construct the quantitative evaluation index system of university teachers' scientific research performanceThis study follows the principles of science and development and so on to construct the index system of quantitative evaluation of university teachers' scientific research performance from two aspects of the index factors and structures.This study is different from the existing researches in the elements of the index.For instance,there is no subjective design indicators;the researcher chooses eight influential university ranking index systems around the world as large index sources,and then makes the summary as the further data sources from relevant indicators of the elements which are associated with the relevance and operability of the topics.This study also uses the analytic hierarchy process(AHP)to carry out scientific processing of the data sources,and finally constructs the index system of the quantitative evaluation of university teachers' scientific research performance.3.To construct the quantitative evaluation model of university teachers' scientific research performanceAccording to the established index system,this study defines the research scope as the natural science and selects the index elements of the natural science in the index system,considering the feasibility of data and the limitation of the research date.The samples database of this study are current 5 years of scientific research outputs from 24 public universities in Hei Longjiang Province.Based on rough set theory,this study firstly proposes the data processing method based on the bit logic of Apriori algorithm,and then gets the model of the performance evaluation of university teachers,and verifies the validity of the model finally.
