The concept of "Low-carbon Economy" was first officially brought forward in the UK's Energy White Paper named "Our Energy Future—Creating a Low Carbon Economy" in 2003. From then on, major developed countries as well as some developing countries respectively come up with their own national development strategy related to low-carbon economy. During the Chinese two sessions of CPPCC and NPC in 2010, the proposal of "Promoting Low-carbon Economy in China", proposed by Jiusan Society on the Conference of the Third Session of the 11th CPPCC National Committee was approved to be No.1 Proposal. In essence, low-carbon economy refers to an economic development pattern with the characteristics of low-carbon consumption, low-carbon emission and low-carbon pollution. Also, it is a kind of deepening of sustainable development. As a major region of both agriculture and population in China, the economic development level and quality in CPER does not only concern the effect of the rise of central region, but also concerns the promotion of low-carbon competence under strict restriction of resources and environment. However, due to the high carbonization of energy endowment and energy structure, as well as the low level of technology and innovation ability, CPER is facing relatively more pressure of carbon reduction. Hence, how to speed up the low-carbon development and transformation in CPER, especially how to actualize the economic low-carbonization by perfecting export composition in the case of deepening trade pollution issue, this is a frontier topic that needs solving urgently, and it also has both theoretical significance and practical significance.Based on the guidance of economics, management and grey theory, this report conducted both theoretical and empirical study as well as both horizontal analysis and vertical analysis, by which it explored the influencing mechanism of export pattern towards low-carbon development in CPER. Finally, the report comes to some valuable conclusions and innovative results as follow:First, CPER should change its nenergy structure of coal orientation so as to relieve the pressure of carbon emission, and it also should promote energy efficiency in order to control carbon emission; the export structure in CPER is gradually changing from natural resource and labor intensive orientation to capital and technology intensive orientation, and the environmental effect of structural optimization will be continuously obvious.Second, the conclusion of empirical study shows that CPER should fully consider the characteristics and environmental influence of various industries in its low-carbon economy construction so as to carry out carbon reduction in a planned and differentiated way; meanwhile, to perfect the export structure in CPER through developing the export of high value-added industry, and to strengthen the innovation and share of low-carbon technology is a necessary choice for actualizing the economic low-carbonization in CPER, which can effectively avoid the path dependence of high-carbon economy.Third, with regard to the export development strategy in promoting economic low-carbonization, CPER should implement strategies including accelerating industrial upgrading, intensifying the R&D and transformation of low-carbon technology, raising the environmental standard, improving financing and taxation systems, and developing international cooperation in order to make export clean, green, non-local in pollution, internal in environment cost and positive in environment effect.
