The Yellow River delta is rich in resources of oil and bittern.Relying on these resources,in accordance with the State Council "the Yellow River delta Efficient Ecological Economic Zone Development Plan" and the Shandong provincial government strategy of "Two areas and a circle",the development and construction of the Yellow River Delta has risen to national development priorities.Heavy chemical project is an important factor to promote the development of this region,but there are many problems in traditional petrochemical industry,like low resource utilization,large pollutant emissions and pollutant toxicity.With the industry gathering,the negative effects on the environment are becoming more and more serious,which restricts the sustainable development of the industry.Therefore,how to get out of a green,efficient,pollution-free ecological development path,is the urgent thing that need to be solved.It is of great practical value to study the ecological development of industrial clusters in the Yellow River delta.In this paper,the research on the ecological development of industrial cluster in the Yellow River delta petrochemical park was carried out with the example of Binzhou East High Tech project.Through the study of Binzhou high-tech chemical project concentrated area of Key elements metabolism,energy consumption,water utilization and waste emissions,found out the key problems that restricting the development of resources and environment in the petrochemical park.Discussed on the construction of ecological industry chain and evaluation index system based on Petrochemical industry,the comprehensive evaluation model of ecological development of industrial clusters was established,the main conclusions are as follows:(1)The analysis of the development status of Binzhou high tech chemical project concentrated areaAccording to the field investigation and the study of relevant informations,the present situation of the development of industrial clusters was investigated.Through the method of resource metabolism analysis,the raw material consumption index,energy consumption index and waste production index were compared with the industry standard cleaner production index.The results showed that the utilization index of raw materials and the utilization efficiency of key elements were relatively high.However,there were still some deficiencies.For some devices,the raw material processing loss rate was high.Energy utilization structure was reasonable,the indicators have reached the third level of cleaner production standards.But there is still a certain gap compared with the international advanced level,there is a large processing loss.As for the water resources utilization,fresh water consumption of the vacuum distillation unit and the coking unit is very high.This needs to tap water saving potentials.The total discharge of three kind of wastes was up to the standard,but it reached a low standard.(2)The construction of the eco industrial chain of Binzhou East High Tech ProjectUsing the propylene witch produced in petrochemical oil refining system as raw materials for the production of propylene oxide with propylene oxide device system.The hydrogen form the ion-exchange membrane caustic soda plant in bittern chemical system was using for hydrodeacidification unit.The refining of gasoline and diesel oil in the atmospheric and vacuum distillation system of the petrochemical system is made into saturated desulfurization gasoline and diesel oil.Through the use of two system resources,the two industrial chain was coupling with each other,so that the park was established by bittern chemical and petrochemical industry as the core of the ecological industry chain.The ecological industry chain use the petroleum chemical industry,chemical industry,cogeneration,bittern resource supply and environmental comprehensive treatment for the frame,take crude oil refining building material ecological chain,salt electrolysis of vinyl chloride PVC plastic-brick building ecological chain and calcium carbide-acetylene-propylene oxide-two propane-oil additives ecological chain as basis.The industrial ecosystem of the industrial cluster was formed.(3)The formed comprehensive evaluation index system of eco industrial cluster in the Yellow River DeltaBy using the "pressure-state-response " model,the comprehensive evaluation index system was designed with the goal tree method,the concrete index was selected based on the correlation analysis.The index system of ecological development of industrial cluster was constructed which was composed of target layer,criterion layer,factor layer and index layer,including three criteria layer,ten elements layer and twenty-two indicators.(4)The establishment of ecological comprehensive evaluation model of industrial cluster in the Yellow River DeltaAnalytic hierarchy process based on entropy technique is used to determine the index weight of the index system to ensure the rationality of weight.The comprehensive index method and the fuzzy comprehensive evaluation method was established.The comprehensive evaluation of the high tech chemical projects in Binzhou city was carried out.The results showed that the ecological development level of the industrial cluster is relatively high.The main factors which restrict the development of eco industrial clusters is the consumption of resources,economic development,technology and environmental management.In addition,individual pollutant emissions of tons caustic soda and other industrial clusters is also one of the constraints.(5)The proposing of the ecological development strategy of industrial cluster in the Yellow River DeltaThe ecological development level of high tech chemical projects in Binzhou city is good,but there are still some problems which need to be further improved.According to the on-the-spot investigation and analysis,based on the development of domestic and foreign petrochemical industrial clusters,the strategy of ecological development of industrial cluster was put forward.At the same time,it provides scientific demonstration for the ecological development of other petrochemical parks in the Yellow River delta.
