Study On The Optimal Allocation Of Land Resource Through The Circulation Of Rural Residential Land

Since the reform and opening up, China's rural land contracting, industrialization and urbanization develop rapidly, and the farmers' income increases. In this process, on one hand, the farmer's housing demand increases, and a large number of farmland has been transferred to rural residential land. On the other hand, the development of industrialization and urbanization creates a lot of jobs. A large number of rural labor forces find job in the urban and even buy housing. Thereby, the rural area appears the phenomenon of many housing "empty", and the idle residential land has been very prominent. Meanwhile, the urban construction land grows steadily as the development of industrialization and urbanization and it leads to large number of farmland being occupied. Therefore, how to improve the use efficiency of the rural residential land, making it into a higher allocation efficiency of industry and urban construction land, protecting the farmland, which has become the important and urgent problem during the progress of China economic development. The potential of improving the rural residential land allocation efficiency is huge, because the number of the rural residential land is large and the use efficiency is low. The system of residential land which is far behind the practice development, it always prohibits residential land to enter the land market. Therefore, how to design a reasonable system in order to protect the farmer's land rights, promote rural residential land allocation efficiency by market and the sustainable and stable development of Chinese economy is the focus of this research.This study firstly reviews the current research findings. It describes the methods and ideas of this study, and it also analyses the theory of leaders'land economical idea? the optimized allocation of resources and property rights theory. Secondly, this study analyses the evolution process and the practice of the development of the rural residential land system, and it also discusses the optimal allocation of land resources in the process. Thirdly, in order to provide ideas for the innovation of the rural residential land system, it also analyses the dynamic factors and restricting factors of the rural residential land circulation. Fourthly, this study analyses the efficiency of the rural residential land circulation. According to the evolution process and the practice of the development of the rural residential land system, it divides the rural residential circulation into two categories, such as spontaneous residential circulation and residential land acquisition, and then analyzes the efficiency loss of them under the unclear property right condition. And then, it dwells on the practice of others provincial residential land circulation and sets Lianjian County as an example, discusses the efficiency of the residential land circulation in practice. Finally, in order to promote the optimized land resource allocation, it proposes clearing the property rights of rural residential land, and allocates rural residential land by way of market under the reasonable management by government. Meanwhile, doing a good job matching system of residential land circulation is also necessary.
