Research On The Land Use Policy Based On The Development Of Compact City

The strategic of ecological civilization and construction indicates that both the city space and the city life have transformed from "quantitative change to qualitative change" in China,marking the transformation of direction of city construction.This means the construction of China's city should take a path of sustainable development.The compact city is an urban development model used to solve the problem of urban sprawl in Western countries in early period.There is a great difference of characteristics of urban development between China and Western countries.The phenomenon of urban sprawl in China is similar to that of developed countries in Europe and America.It has seriously influenced the urbanization and sustainable development of the city in China.Therefore,China needs an effective urban development model towards sustainable development.As an effective development mode of the city,the compact city not only emphasizes the compact,centralized city space,but also pays more attention to the reasonable organization and layout of city spatial elements.It can realize the organic integration of city spatial structure,and enhance the utilization efficiency of city space.In short,compact city is an inevitable trend under the background of China's ecological civilization construction.First,the paper makes a systematic analysis of the causes of compact city.The author illustrates the realistic background of compact city in China and western countries.The development of China's city is different from that of western countries.The urban spread and low quality of urban space have seriously hindered the pace of urbanization in China.Thus the compact city undoubtedly becomes "a key model" to solve the problems of the city in China.There is a close relationship among compact city,sustainable development theory,ecological city theory,new urbanism,and smart growth theory.The paper makes an analysis of compact city and related theories in order to reveal the scientific connotation of compact city accurately.This paper mainly discusses the scientific connotation of the compact city from five angles:namely,a.to highlight the compact urban function;b.to follow the basic principles of conservation and human scale;c.to reflect the diversity,organic compound and integrity characteristics of city;d.to pursuit livable city and social integration;e.to take the efficient operation of urban space as the standard.The correct understanding of the scientific connotation of compact city is the key to distinguish the misunderstanding of compact city.It is the premise of analyzing the land use characteristics of compact city.There are five characteristics listed as following:highlighting the characteristics of intensive land use,emphasizing the development of multifunctional land use,claiming comprehensive development and utilization of land under the guidance of TOD,upholding the concept of land use of humanity,and achieving land conservation and protection of agricultural land and green space.Those five characteristics are the most prominent characteristics of land use of compact city.Secondly,the paper discusses the value orientation of land use policy in compact city and the logical relationship between compact city and land use deeply.The paper analyses the land use policy based on the objective of the compact urban development.The author points out that the goals of land use policy should fully demonstrate the justice of urban space,i.e.;to highlight the recycling,innovation and sustainability of land use constantly,to balance the economic,resource,social security and human nature of land use value,to promote the intensive use of land and multifunctional land use reasonably,to enhance the quality and efficiency of land use and spatial space comprehensively.The construction of compact city is inseparable from the effective use of land,land use intensity,multifunctional land use,land intensive use,stock and incremental land use,humanistic value land use have a close relationship,which also constitute an important measure of construction and development of compact and focus.Thirdly,this paper reviews the history of land use policy reform in China from five stages.The development of changes of the land use policy affects the city in the different stages in China directly.The city shows the characteristics of different stages.This further affirms the importance of land use policy in the process of urban development in China.This paper chooses Jinan city as a case study,to explore the construction of Jinan compact city and the impact of land use policy on the construction of compact city in Jinan.In recent years,around the national strategic adjustment,Jinan speeds up the construction of compact city and livable city.Jinan practices the concept of compact city in process of industry-city integrate development,the construction of central business district and"Urban community of 15 minute living circle".It makes the city of Jinan gradually change in quality.The construction of Jinan compact city cannot be built without a series of effective policy,including crucial land use policy.Land use policies affect the construction of Jinan compact city,mainly reflected in what areas.All these are the main points of this paper.However,in the process of building a compact city in Jinan,land use policy also has imperfections,such as the deviation of land use policy goal.This leads to the single function of the new city construction.Land acquisition of "low threshold" and high land revenue increases the tension of the government's urban expansion.There is still "a gap" in the land use planning.Innovative"bottom-up" channels of the intensive use are not standardized.Fine land policies are shortly supplied.These problems can not promote the development of Jinan city compact and intensive development.Finally,this paper compares the goals of land use policy in the perspective of compact city.It combines with compact city land use policy in some foreign cities and countries.The author gives some suggestions to solve the problem of land use policy in the construction of compact cities in Jinan.The paper puts forward some suggestions on the adjustment of land use policy from the perspective of the top design level both of the country and the local individual city.The paper emphasizes that it is necessary considering the land use policy so as to form a basic strategy optimization under the framework of space in China,but also to realize the experimental coordination efforts at the local individual city level.These can make land use policy play an important guiding role in the process of building compact city.
