With the constant progress of science and technology,the human society is undergoing an unprecedented change.The supporting role of Science and technology innovation to regional economic and social development is outstanding.The science and technology policy which main functions are encouraging research activity is rising in the global scope.And the public administrative department is to intervene in the whole process of science and technology activities in an unprecedented depth.The executive power of science and technology is an important standard to judge the efficiency for government's support and service.Along with China's entry into the key period of economic transformation and industrial structure upgrading,it has important value to evaluate the capability of public management departments to support S&T innovation,and mine the policy potential,with an in-depth research on the S&T executive power..In this dissertation,we review the related literature about the system,policy,executive ability.Combined with the theory of system evolution and complex science,we take a systematic investigation focusing on the content,influence factors,generating process,evolution mechanism,with the use of empirical research methods such as random effects analysis and SEM.First of all,the essential attributes,the elements,the main characteristics of S&T executive power are put forward.Secondly,the influence factors' framework of S&T policy executive power is constructed from two aspects as entity and non-entity,and the relationship among different factors are discussed.Thirdly this paper put forward a three stages generation model,and its generating power of S&T executive power.Fourthly the evolution mechanism of S&T policy executive power is analysis from two aspects of individual policy and policy system.On the whole,the main innovation points of this dissertation including put forward the basic model and influence factor system for S&T policy executive power at the first time;construct the generation and evolution progress model of S&T policy execution;and bring measurement economic method to the tools category of executive power,and take the empirical analysis from two aspects of individual policy and policy system.This dissertation paid high attention to the combination of theory and practice.Using of random effects analysis and SEM analysis to study the implementation of S&T policy execution in Tianjin,and take two different results.As the individual policy,Theexecution of Tianjin financial S&T plan to small amount,but big scale of investment projects cannot significant improve the executive power,and from broaden the supporting scope,so that more enterprises can get subsidization will achieve the policy function target better.As the S&T policy system,Tianjin's S&T policy can embedded in the economic and social development environment,the synergistic effects between different policies are obvious,which helps the formation of strong executive power.In the end,the research prospects are advanced,which including six important areas of concern.The construction of the complex evolution model of S&T policy executive power,the investigation of behavior rules for implementation,the introduction of S&T public governance theory,the analysis and definition of input and output in the implementation process,the regional differences,and the more detailed quantitative study.
