In today's society,scientific and technological innovation has become a new driving force for economic growth and social change,becoming a new economic growth point,and even an important factor to measure the core competitiveness of a country.However,there are many uncertainties and unknown problems in the process of science and technology innovation,so it is difficult for market regulation to optimize the allocation of limited resources.The emergence of this problem has made people realize that it is not enough to rely on the market to regulate the allocation of resources,when the government's responsibilities are placed in a particularly important position.Some countries or organizations such as the United States after decades of efforts,has formed a set of relatively perfect system of national science and technology innovation policy,promoted their country's scientific and technological achievements in many fields.From the perspective of the world,the national policies and regulations have become the most important factor affecting the innovation of science and technology.But realistic national conditions in our country is in some important areas excessively depend on external technology in our country,in the final analysis of the reason is that the ability of innovation in science and technology development is slow,can't match with the development of other areas in China.In order to reverse the restriction of China's rapid economic growth,our country will focus on the improvement and implementation of national science and technology innovation laws and policies.In the face of this situation,the collaborative nature of China's national science and technology innovation policy system and the implementation effect of national science and technology innovation policy have become the focus of scientific and technological innovation.This study first elaborated the connotation of scientific and technological innovation,and reviewed the historical development of China's national science and technology innovation policy from 2005 to 2015 and the existing problems in the policy system.Then,after a series of text preprocessing of the national science and technology innovation policy in the past 20 years,the R language has obtained the results of the properties clustering and the clustering results.This paper studies the evolution process of China's national science and technology innovation policy by means of the combination of text mining and quantitative statistics.Using clustering results,as the index of evaluation system of class to construct the implementation effect evaluationsystem,using the analytic hierarchy process(ahp)and fuzzy comprehensive evaluation method to evaluate the effect of China's national science and technology innovation policy,perfect the national science and technology innovation policy system is given and Suggestions for the improvement of national science and technology innovation policy implementation effect.
