China as a developing country,in the turn of the century,completed the transformation process of population growth mode,this means that China in less than 30 years has gone through the road which might be walked on for more than 100 years in the developed countries,studying through the time of elderly population' increasing by from 7%to 14%doubly which is commonly-used internationally for 65-year-old or older people to reflect the development speed of population ageing " in terms of time,while ageing came late,development speed is very quickly,China's ageing level is very serious.through,on the basis of the index to measure,China's 27 years is far less than half century or even a century of most developed countries a century.The ageing of population developing rapidly shall bring a series of deep effects to China.From the macro view,population ageing will cause something like burden of society support,pension and medical security pressure,and it will still bring a range of problems like shortening the labor,lowering the rate of labor and saving rate,consumption demand as well;from the micro view,population ageing will bring big challenges to the pattern of elderly care,consuming,saving,medical treatment,health care,and nursing care.However,so far,there is no good way to solve the problem of China's serious ageing,coupled with the enough reserves of elderly people in China currently,therefore,on this basis,the article put forward the development of human resources in the elderly,in order to ease the impacts brought by the population ageing on China's social,economic and other aspects.In the current study,the number of articles about the development of human resources in the elderly are also gradually on the rise,but the level of research is focused on basic representation,such as old age,research significance,the feasibility and necessity of development of human resources,foreign experience revelation to China,etc.,there is no substantive breakthrough,and this article is based on this,the key for research is from such aspects:Firstly,based on demand-supply model,analysed the mechanism that the dividend of potential elderly population changed into the dividend of realistic population,and then took the dividend loss as breakthrough point,in view of above,establish dividend loss model and go on to analyse experience,but mostly started with ageing as breakthrough point in available documents.analysed effects that the appearance of population dividend brought to economy.the document in which it was researched on the dividend loss as breakthrough point is very limited.Secondly,as for the pattern of elderly human resource development,there is seldom a set of integrated development system,As above,hoping to make potential dividends of elderly population transformed into realistic ones,we must possess a set of integrated development system,by which it means theory guide through integrated development method,but whats called a pattern is the relation between realistic events and events and a kind of simple and visual description of inside mechanism.establish scientific and rational pattern of elderly human resource developing,and go on developing it effectively,which makes a great difference on the centre competence of our country and promoting sustainable development of our economic society.this section mainly starts with government,enterprise,all walks of life and the elderly,it works according to its ability.to realise the purpose on optimised allocation for elderly human resource.Thirdly,empirical analysis is seldom used in developing elderly human resource,the utility of China's elderly human resource is low except for a set of integrated policy system,the job intension of the elderly is also a key factor which influence how they can work again,therefore,influence on the intension of elderly human resource developing becomes an important study point.this section in the form of issuing questionnaires to the country,relying on the SPSS analysis software,the main factors of restricting the elderly human resource development to cross analysis and Logistic regression analysis,found that health condition,skills,pension,and age factors,become the main factors of affecting elderly human resource development in turn,so as to provide certain policy basis for policy makers,reasonable elderly human resource development and utilisation,eventually relieve labor shortages,such as negative influence of demographic dividend disappearance;Fourthly,aimed at elderly human resource development,in terms of analysis,the macro and micro,external factors and internal factors matches so well,and data obtained from micro analysis is applied in macro analysis naturally,using statistical yearbook of population under the framework of relevant data and carrying on the empirical analysis,and micro is added to microConcretely speaking,the paper firstly introduces the international and domestic background and research significance of human resources development for elderly,as well as the necessity and feasibility.Describing the structure and methodology of the research,this paper analyses the current research status on ageing issue and human resources development for elderly.Secondly,based on the background of ageing population,it applies the relevant concepts and theories to analyse the influence of labor resources development for elderly toward economy.In particular,on the basis of the status-quo and development of the old labor resources,it describes the mechanism of demographic dividend,which transforms from the potential demographic dividend for elderly to real demographic dividend.Besides elderly themselves as one of influence factors,the paper highlights the impact of other factors(external factors)toward the transformational mechanism,More importantly,it establishes a model called the Age-Dividend Leakage Model,which is referred that re-employment of retired elderly has significant contribution to economic growth in the labor market.Thirdly,targeting the main object for the human resources development for elderly(internal factors),it has empirical analysis of the factors influencing the re-employment.It has found that the age,physical condition,skills and pension are major impacts,while gender,economic status and educational level are not significant factors.On this basis,it verifies the model coefficient,the model goodness of fit,the predictability of models and other indicators.Fourthly,referencing typically successful experience in different countries(Japan,France,and the United States),it can be combined the internal and external factors to come up with a specific pattern for China's human resources development for elderly,which includes government,enterprises,the elderly as a group,and other sectors of society.fifthly,according to traits of the article's writing,offer related strategic proposal about developing elderly human resource.Lots of analysis method were synthetically applied in this article,such as questionary survey,meterage and mathematical analysis and empirical analysis and so on,analysed the theory and true evidence of developing elderly human resource in the underground of population ageing,the influence on economy and the experience of developing elderly human resource for Japan and something related.the theory of labor economy,demography,and gerontology as well as multiple subjects is applied in the article,and it gives some specific strategy toward developing elderly human resource.
