With the booming development of economy, China is in an aged society in 2000, which is an important economic and social phenomenonin the new century. Meanwhile, it leads to many political, economical and social problems. In order to remove the negative effects of population aging, the various countries all have taken many effective measures and the is one of the important methods.In order to fina a way to suit China,the paper analyzes the basic conditions of the elderly human resource in China , the realistic terms , significances as well as problems faced in China and draws on the successful experience of Japan and America .The paper uses the documents and the diagrams in writing.Apparently, there are theoretical basis and practical conditions to exploit the elderly human resource. The paper elaborates the benefit of improvement of labor markets, the development of science, technology and better social environment.In order to develop the elderly human resource, the paper suggests taking effective measures of exploring the elderly human resource to suit China. This development depends on the economy, opportunity to continually work, organization and institution, body states and culture staff and so on. So Chinese need the concerns from the society, and get the decisive measures from government and form the idea of scientific strategy of human resource , then Chinese will coordinate economic development with population.
